Elders/Presbyter - age and wisdom. This indicates the dignity or rank of the office.
Pastor - job of shepherding. Spiritually taking care of God people. Feeding them with the Scriptures and mending those who are injured, seeking those who are wayward.
Overseer/Bishop - job of administration of the church. setting policy, organizing the people to accomplish ministry.
Spiritual leadership is the development of relationships with the people of a Christian institution or body in such a way that individuals and the group are enabled to formulate and achieve biblically compatible goals that meet real needs. By their ethical influence, spiritual leaders serve to motivate and enable others to achieve what otherwise would never be achieved.8

Witness, testimony, evidence of Godly character. This doesn’t mean that everyone likes him, but they know where he stands.
Daniel is a good example of this. His enemies coveted his position but knew that his character was impeccable. The only way that they could remove him was to trap him in regard to his faith.
