Who is choosing who?

Isaiah 43:1 NASB95
1 But now, thus says the Lord, your Creator, O Jacob, And He who formed you, O Israel, “Do not fear, for I have redeemed you; I have called you by name; you are Mine!
John 4:4–10 NIV
4 Now he had to go through Samaria. 5 So he came to a town in Samaria called Sychar, near the plot of ground Jacob had given to his son Joseph. 6 Jacob’s well was there, and Jesus, tired as he was from the journey, sat down by the well. It was about noon. 7 When a Samaritan woman came to draw water, Jesus said to her, “Will you give me a drink?” 8 (His disciples had gone into the town to buy food.) 9 The Samaritan woman said to him, “You are a Jew and I am a Samaritan woman. How can you ask me for a drink?” (For Jews do not associate with Samaritans.) 10 Jesus answered her, “If you knew the gift of God and who it is that asks you for a drink, you would have asked him and he would have given you living water.”
John 3:16–18 NASB95
16 “For God so loved the world, that He gave His only begotten Son, that whoever believes in Him shall not perish, but have eternal life. 17 “For God did not send the Son into the world to judge the world, but that the world might be saved through Him. 18 “He who believes in Him is not judged; he who does not believe has been judged already, because he has not believed in the name of the only begotten Son of God.
Isaiah 44:22 NASB95
22 “I have wiped out your transgressions like a thick cloud And your sins like a heavy mist. Return to Me, for I have redeemed you.”
Isaiah 43:25 NASB95
25 “I, even I, am the one who wipes out your transgressions for My own sake, And I will not remember your sins.
Psalm 32:1–2 CJB
1 By David. A maskil: How blessed are those whose offense is forgiven, those whose sin is covered! 2 How blessed those to whom Adonai imputes no guilt, in whose spirit is no deceit!
Romans 4:6–8 CJB
6 In the same way, the blessing which David pronounces is on those whom God credits with righteousness apart from legalistic observances: 7 “Blessed are those whose transgressions are forgiven, whose sins are covered over; 8 Blessed is the man whose sin Adonai will not reckon against his account.”
