Does God Hear the Prayers of an Alien Sinner?

Many today say that all you need to do to be saved is to pray the "sinner's prayer." But before we accept that thinking, we have to ask: Does God hear the prayers of sinners? Or is prayer a privilege only for those who have already been saved?
