Luke 3:21–22 (ESV) — 21 Now when all the people were baptized, and when Jesus also had been baptized and was praying, the heavens were opened, 22 and the Holy Spirit descended on him in bodily form, like a dove; and a voice came from heaven, “You are my beloved Son; with you I am well pleased.”

This does not mean that Jesus did not yet have the Spirit. We know that he did. He was conceived by the Spirit’s power (Luke 1:35) and filled with the Spirit’s wisdom (Luke 2:40). But at his baptism the Spirit made a public declaration that he was with Jesus for ministry. [1]

Isaiah 61:1–3 (ESV) — 1 The Spirit of the Lord God is upon me, because the Lord has anointed me to bring good news to the poor; he has sent me to bind up the brokenhearted, to proclaim liberty to the captives, and the opening of the prison to those who are bound; 2 to proclaim the year of the Lord’s favor, and the day of vengeance of our God; to comfort all who mourn; 3 to grant to those who mourn in Zion— to give them a beautiful headdress instead of ashes, the oil of gladness instead of mourning, the garment of praise instead of a faint spirit; that they may be called oaks of righteousness, the planting of the Lord, that he may be glorified.

Jesus carries out the role of a prophet by proclaiming the “good news,” but he also carries out the role of Deliverer (or “Savior,” Luke 1:74) as the one who saves his people (Matt. 1:21).[2]
1 John 2:20 (ESV) — 20 But you have been anointed by the Holy One, and you all have knowledge…27 But the anointing that you received from him abides in you, and you have no need that anyone should teach you. But as his anointing teaches you about everything, and is true, and is no lie—just as it has taught you, abide in him.
