In the opening verse of chapter 16, the Lord told Samuel that in spite of Saul’s failures, God’s redemptive work with his people must go forward.
Samuel was instructed to go and anoint one of Jesse’s sons. I will send you to Jesse the Bethlehemite, for I have chosen a king for myself among his sons.”

16 Then Yahweh said to Samuel, “⌊How long⌋ will you mourn about Saul? I have rejected him from being king over Israel! Fill up your horn with oil and go. I will send you to Jesse the Bethlehemite, for I have chosen a king for myself among his sons.”
I believe that we should mourn the loss of our leaders, those who have been taken captive by the enemy. SAUL’S RISE AND FALL ILLUSTRATES WHAT NOT TO DO. His pride, jealousy, and fear displaced the faith he once had in his heart for God. Saul became spiritually hardhearted and blind to God and to his own sinful acts. Saul led the nation as king for about 42 years, but Saul did not fully obey the Lord, and thereby sinned against God. And the people followed his ungodly example.

We are called to be obedient, but Samuel fears for his life. 2 But Samuel said, “How can I go? If Saul hears, he will kill me.” Yahweh said, “You must take a heifer from the herd ⌊with you⌋, and you must say, ‘I have come to sacrifice to Yahweh.’

When Samuel went to Saul to correct his wrongs this is how Saul spoke to Samuel concerning God. 15 Saul said, “They have brought them from the Amalekites; the troops spared the best of the sheep and the cattle in order to sacrifice them to Yahweh your God.

Notice that Saul says it was Samuel’s God, not his own. Samuel discovers what the issue is, Saul has become his own god. Yahweh said, “You must take a heifer from the herd ⌊with you⌋, and you must say, ‘I have come to sacrifice to Yahweh.’ 3 You will invite Jesse to the sacrifice and I will make known to you what you must do. You will anoint for me the one whom I tell you.”

I want to share with you that repentance is reflected in this story, but Saul was not genuine in his repentance. Then Saul said to Samuel, “I have sinned, for I have transgressed the commandment of the LORD and your words, because I feared the people and obeyed their voice. Now therefore, please pardon my sin, and return with me, that I may worship the LORD.”1 Samuel 15:24-25
Then Saul said to Samuel, “I have sinned because I have transgressed the commandment of Yahweh and your words, for I feared the troops and I listened to their voice. So then, please pardon my sin and return with me so that I can worship Yahweh.”
Notice that Saul says that he feared the troops(people).
Samuel goes through the long process of surveying each son of Jesse but none appear to be the one chosen. Yet notice it is the youngest and least likely. 11 Then Samuel said to Jesse, “⌊Are all the young men here⌋?” And he said, “The youngest still remains, but look, he is shepherding the flock.” And Samuel said to Jesse, “Send and bring him, for we cannot ⌊sit down⌋ until he comes here.” 12 So he sent and brought him. Now he was ruddy with beautiful eyes and of ⌊handsome⌋ appearance. And Yahweh said, “Arise, anoint him, for this is he.” 13 So Samuel took the horn of oil and anointed him in the midst of his brothers. Then the Spirit of Yahweh rushed upon David from that day ⌊on⌋. Then Samuel got up and went to Ramah.
