So, Peter the question is not whether Peter will be a rock, the question is, what sort of rock will he be? When he confesses that Jesus is the Christ, Peter is a Christ confessing foundation stone. When he fails to confess, he is a stumbling stone (temptation) and Satan.

To this we could add - Examples of these factors include gender, caste, sex, race, ethnicity, class, sexuality, religion, disability, weight, and physical appearance
The formation of a variety of people from these disparate groupings from throughout the whole earth is clear from the third and final reason for praise of the Lamb in Rev 5:9–10: “[Y]ou have made them a kingdom and priests to our God” (Rev 5:10). We already know from what has transpired in Rev 5:1–7 that the Lamb has conquered to take up his almighty rule as King (made symbolically explicit with his seven horns). Now we see the subject of his rule in this age. His rule extends to the whole earth, to all four corners, to all who dwell upon the earth no matter their tribe, language, people grouping, or the national boundaries of their dwelling place. He rules them as King of kings. And of those whom the Lamb has purchased, he has “made them a kingdom.” And they are all “priests to our God” (Rev 5:10), so they are a holy kingdom of priest-kings (both Jew and Gentile, male and female, slave and free—there is no distinction).

22 And I saw no temple in the city, for its temple is the Lord God the Almighty and the Lamb. 23 And the city has no need of sun or moon to shine on it, for the glory of God gives it light, and its lamp is the Lamb. 24 By its light will the nations walk, and the kings of the earth will bring their glory into it, 25 and its gates will never be shut by day—and there will be no night there. 26 They will bring into it the glory and the honor of the nations. 27 But nothing unclean will ever enter it, nor anyone who does what is detestable or false, but only those who are written in the Lamb’s book of life.
We need to recognize that we are in this overlapping ages - we do not bring in the consummation
11 See with what large letters I am writing to you with my own hand. 12 It is those who want to make a good showing in the flesh who would force you to be circumcised, and only in order that they may not be persecuted for the cross of Christ. 13 For even those who are circumcised do not themselves keep the law, but they desire to have you circumcised that they may boast in your flesh. 14 But far be it from me to boast except in the cross of our Lord Jesus Christ, by which the world has been crucified to me, and I to the world. 15 For neither circumcision counts for anything, nor uncircumcision, but a new creation. 16 And as for all who walk by this rule, peace and mercy be upon them, and upon the Israel of God.
