Romans Verse 1-3
Romans 13:1–3 ESV
1 Let every person be subject to the governing authorities. For there is no authority except from God, and those that exist have been instituted by God. 2 Therefore whoever resists the authorities resists what God has appointed, and those who resist will incur judgment. 3 For rulers are not a terror to good conduct, but to bad. Would you have no fear of the one who is in authority? Then do what is good, and you will receive his approval,
When Paul wrote this it was to Christians living in Rome under Roman law. Christians shouldn’t pick up and move to live in a commune with other Christians in some far land to avoid the culture or a evil government. No they are to stay and be a witness of the Gospel.
When is it OK to rebel. When that government decides to rebel against God’s law which is a higher form of government. If that government decides to make you bow to a false God. If the government bands prayer, reading the Bible, coming together to worship.

Romans 13:4–5 ESV
4 for he is God’s servant for your good. But if you do wrong, be afraid, for he does not bear the sword in vain. For he is the servant of God, an avenger who carries out God’s wrath on the wrongdoer. 5 Therefore one must be in subjection, not only to avoid God’s wrath but also for the sake of conscience.

The Bible Exposition Commentary Chapter Eleven: Right Relationships Mean Right Living (Romans 12–13)

Rulers must bear the sword; that is, they have the power to afflict punishment and even to take life. God established human government because man is a sinner and must have some kind of authority over him. God has given the sword to rulers, and with it the authority to punish and even to execute. Capital punishment was ordained in Genesis 9:5–6, and it has not been abolished. Even though we cannot always respect the man in office, we must respect the office, for government was ordained by God.

We’ve seen this played out this last Monday didn’t. A woman who thinks she’s a man went into a Christian school and murders children and faculty who are completely innocent. That is demonic!
Our culture and media will say I’m sure their a victim, what happened to them to make them do that?
How about maybe they are just demonically influenced and evil. Could it be they just opened themselves up to such demonic control that a 28 year old goes into a school and decides to shoot children including shooting the 9 year old pastors daughter dead.
That’s spiritual. People ask well WHAT is the cause? The cause is unseen. The devil likes to kill and destroy and he hates life. He specially hates life in God’s house. Its demonic.
They will put the blame on something other than the individual and point to some cause that isn’t spiritual.
She went to the school until she was 8 and maybe they were poorly treated. Well how many of you were poorly treated in school?
And 20 years later you go murder children who weren’t even born when you attended. That is demonic.
Murder is demonic. Attacking children is demonic. Shooting christian’s in a christian school is demonic. Accusing this in some external cause is demonic.
Romans 13:6–7 ESV
6 For because of this you also pay taxes, for the authorities are ministers of God, attending to this very thing. 7 Pay to all what is owed to them: taxes to whom taxes are owed, revenue to whom revenue is owed, respect to whom respect is owed, honor to whom honor is owed.

For conscience’s sake (vv. 5–7). We move a bit higher in our motivation now. Any citizen can obey the law because of fear of punishment, but a Christian ought to obey because of conscience. Of course, if the government interferes with conscience, then the Christian must obey God rather than men (Acts 5:29). But when the law is right, the Christian must obey it if he is to maintain a good conscience (1 Tim. 1:5, 19; 3:9; 4:2; Acts 24:16).

The United States Government maintains a “Conscience Fund” for people who want to pay their debts to the Government and yet remain anonymous. Some city governments have a similar fund. There a city that had investigated some tax frauds and announced that several citizens were going to be indicted. They did not release the names of the culprits. That week, a number of people visited the City Hall to “straighten out their taxes”—and many of them were not on the indictment list. When conscience begins to work, we cannot live with ourselves until we have made things right.
I had a econ professor from Northwood who went to jail for not paying his taxes in protest. He believed paying taxes was theft.

Romans 13:8–10 ESV
8 Owe no one anything, except to love each other, for the one who loves another has fulfilled the law. 9 For the commandments, “You shall not commit adultery, You shall not murder, You shall not steal, You shall not covet,” and any other commandment, are summed up in this word: “You shall love your neighbor as yourself.” 10 Love does no wrong to a neighbor; therefore love is the fulfilling of the law.

Does “Owe no man anything” refer also to the Christian’s financial practices? Some people believe that it does, and that it is a sin to have a debt. J. Hudson Taylor, the godly missionary to China, would never incur a debt, basing his conviction on this verse. Charles Spurgeon, the great Baptist preacher, had the same conviction. However, the Bible does not forbid borrowing or legal financial transactions that involve interest. What the Bible does forbid is the charging of high interest, robbing the brethren, and failing to pay honest debts

Matthew 22:34–40 ESV
34 But when the Pharisees heard that he had silenced the Sadducees, they gathered together. 35 And one of them, a lawyer, asked him a question to test him. 36 “Teacher, which is the great commandment in the Law?” 37 And he said to him, “You shall love the Lord your God with all your heart and with all your soul and with all your mind. 38 This is the great and first commandment. 39 And a second is like it: You shall love your neighbor as yourself. 40 On these two commandments depend all the Law and the Prophets.”
Like curtains hanging on curtain rods.
You can try to work the principles of God but with out love they fall to the ground. You can fast, you can pray, you can give but if its not done out of love it will fall to the ground.

11 Besides this you know the time, that the hour has come for you to wake from sleep. For salvation is nearer to us now than when we first believed. 12 The night is far gone; the day is at hand. So then let us cast off the works of darkness and put on the armor of light. 13 Let us walk properly as in the daytime, not in orgies and drunkenness, not in sexual immorality and sensuality, not in quarreling and jealousy. 14 But put on the Lord Jesus Christ, and make no provision for the flesh, to gratify its desires.

In this section, Paul has centered on the very heart of the problem—the human heart. Because the heart of man is sinful, God established government. But laws cannot change the heart; man’s heart is still selfish and can be changed only by the grace of God.
