Let no one say when he is tempted, “I am being tempted by God,” for God cannot be tempted with evil, and he himself tempts no one. But each person is tempted when he is lured and enticed by his own desire. Then desire when it has conceived gives birth to sin, and sin when it is fully grown brings forth death.

Every good gift and every perfect gift is from above, coming down from the Father of lights, with whom there is no variation or shadow due to change.
Look at the contrast with vv. 13–15: God does not tempt to evil; but he gives good gifts.

perfect adj. — being complete of its kind and without defect or blemish.

The lights are almost certainly to be understood as the heavenly bodies, probably including sun, moon and stars (see Ps. 136:7–9; Jer. 31:35 [LXX 38:36]).
to him who made the great lights,

God: he does not change like the heavens do
Of his own will he brought us forth by the word of truth, that we should be a kind of firstfruits of his creatures.
“Of his own will he brought us forth by the word of truth”
Even thought he knew our nature.... And how we may be driven by our desire to do evil....
Will: to desire v. — to feel or have a desire for; want strongly.
By His own will he choose to bring us “forth”
Forth: Renew or Birth out…
Wait!!!! James wants us to know what our desire should be connected to.
God’s desire connected with His word that is true
Brought forth me and you
We are called “Firstfruits of His creatures”
By the word of truth production ⇔ firstfruits n. — anything that is produced first.
In him you also, when you heard the word of truth, the gospel of your salvation, and believed in him, were sealed with the promised Holy Spirit,
When our desire is connected to His word we will produce His will!
