וְאַתֶּ֕ם חֲשַׁבְתֶּ֥ם עָלַ֖י רָעָ֑ה אֱלֹהִים֙ חֲשָׁבָ֣הּ לְטֹבָ֔ה לְמַ֗עַן עֲשֹׂ֛ה כַּיּ֥וֹם הַזֶּ֖ה לְהַחֲיֹ֥ת עַם־רָֽב׃

Genesis 50:20 NASB 2020
20 As for you, you meant evil against me, but God meant it for good in order to bring about this present result, to keep many people alive.

Word by word study:

We see that his Brothers “planned” but God “devised”.
What is the difference?
According to Dictionary.com Plan verb (used with object), planned, planning. To arrange a method or scheme beforehand for (any work, enterprise, or proceeding)
Devise verb (used with object), devised, devising. To contrive, plan, or elaborate; invent from existing principles or ideas.
So we can clearly see that the evil plan was invented by his brothers to hurt him, but God used their plan for evil and devised from it a means to bring about good.

this coincides with Romans 8 which says:

And we know that God causes all things to work together for good to those who love God, to those who are called according to His purpose.
“Cause all things”
many believe that it means “God causes the bad to bring about good.
However this is simply not what the text says.
It means simply “God uses the existing bad for good”
