Cesarea - was a predominantly Roman City. Roman headquarters in Judea.
Cornelius - Officer in Roman army. Servant of oppressors of Israel. Did not serve the many gods in Rome. Chose to serve God but did not have the requirements to be a Jew. Still separated from them. No eating together etc.
Cornelius a ruler and a devout man. Feared God with his house, gave, and prayed always.
On the other side of the story, Peter is praying at the 6th hour, while hungry fell into a trance and God spoke to him.

vs. 4 God gave Cornelius specific instructions. Send men to Joppa and call for Simon( hear or be heard) whose surname is Peter and he will tell you what you need to do!
vs. 9 Peter was on the roof and God showed him a sheet coming down to him with fourfooted beasts, creeping things, fowls of the air. God told him Rise, Peter kill and eat. PETER SAID NOT SO, LORD for I have never eaten any thing that is common or unclean.
