Is it a Part of the Flesh or The Spirit.

Anger—the emotion of instant displeasure on account of something evil that presents itself to our view. In itself it is an original susceptibility of our nature, just as love is, and is not necessarily sinful. It may, however, become sinful when causeless, or excessive, or protracted (Matt. 5:22; Eph. 4:26; Col. 3:8). As ascribed to God, it merely denotes his displeasure with sin and with sinners (Ps. 7:11).
Eph 4.26-31 “26 Be angry and do not sin; do not let the sun set on your anger, 27 nor give place to the devil. 28 The one who steals must steal no longer, but instead must labor, working with his own hands what is good, so that he may have something to share with the one who has need. 29 No rotten word must proceed from your mouth, but only something good for the building up of the need, in order that it may give grace to those who hear, 30 and do not grieve the Holy Spirit of God, by whom you were sealed for the day of redemption. 31 All bitterness, and rage, and wrath, and clamor, and abusive speech, must be removed from you, together with all wickedness.”
James 1.19-20 “19 Understand this, my dear brothers: every person must be quick to hear, slow to speak, slow to anger, 20 for human anger does not accomplish the righteousness of God.”

James 4.1-2 “1 From where are conflicts and from where are quarrels among you? Is it not from this, from your pleasures that wage war among your members? 2 You desire and do not have; you murder and are filled with envy, and are not able to obtain; you fight and quarrel. You do not have because you do not ask.”

Ps 34.14 “14 Turn from evil and do good. Seek peace and pursue it.”
Comment: Question, can Anger be regulated and controlled according to scripture yes if we allow the Holy Spirit to take control of our spirit and monitor the inward feelings, when faced with a situation or occurrence and not just blow up and explode with devastation.
