Simeon has related how God first looked favorably on the Gentiles, to take from among them a people for his name. 15 This agrees with the words of the prophets, as it is written,

The role of kings in the Old Testament
subduing us
ruling us
defending us
restraining and conquering all enemies
However, Kings in Israel were forced and threatened by philistines, ammonites, Babylon, Mede, Persia, and Egypt.
People in Israel could not overcome and free them from their oppression.
Christ as a king was different. He transcended the worldly offece of king without being limited. Christ established the Kingdom above, which was the Chrurch and the gathering of the elect.
In His offece, He offers saving grace of the mind and life of the elect. He forgives our sin, keeps, preserves us from numerous temtations.
How does God govern us?
We are His reign when we practice His reign, in contrast, The government of this world is always with flaws.

25 In those days there was no king in Israel; all the people did what was right in their own eyes.

People in Israel believed other idols, a levite took a concubine and he killed men of city when they raped her and abused her all the night. After this the levite bring lots of people to revenge against men.
Because of their sin, people were forced by other nations. They could not be preserved, defended, and ruled by kings. Through all stories, God show us we need a real King of kings.
When I am forced by satan in my sin of anger, oppression, inferior, superior, and temtation such as money, desiring flesh things, as well as relationship with others ignoring me, we acknoledge that we need our King who defend our enemies, offer the saving grace, and forgive our sin. Due to His kingship, we can be satisfied and get joy in our souls.
