I. The Will of God.

2 Timothy 1:1
Paul, an apostle of Jesus Christ by the will of God, according to the promise of life which is in Christ Jesus,

Conclusion:

Are you of God?
In this letter there is no apostolic guidance for church rule or church administration. Once the church in a region or nation has reached the stage of apostasy, there are only three things which can be done:
Preach the Bible.
2 Timothy 4:2
Preach the word; be instant in season, out of season; reprove, rebuke, exhort with all longsuffering and doctrine
Do not fall in line with the apostates. As Jeremiah did in his day, proclaim God's truth, without compromise, until the hour that judgment falls.
Teach others to teach others.
2 Timothy 2:2
And the things that thou hast heard of me among many witnesses, the same commit thou to faithful men, who shall be able to teach others also
Train other individuals, no matter how few, to carry on the true gospel ministry.
Start over where you are.
2 Timothy 4:5
But watch thou in all things, endure afflictions, do the work of an evangelist, make full proof of thy ministry
Start again. So many men waste years of time and energy trying to sail a sunken ship. If that congregation will not hear or obey Bible truth or will not serve the Lord, go out and win a new group of men and women to Jesus Christ and start all over again[…]”
