For this cause left I thee in Crete, that thou shouldest set in order the things that are wanting, and ordain elders in every city, as I had appointed thee:
If any be blameless, the husband of one wife, having faithful children not accused of riot or unruly.
For a bishop must be blameless, as the steward of God; not selfwilled, not soon angry, not given to wine, no striker, not given to filthy lucre;
But a lover of hospitality, a lover of good men, sober, just, holy, temperate;
Holding fast the faithful word as he hath been taught, that he may be able by sound doctrine both to exhort and to convince the gainsayers.

Paul appointed Titus. Titus would appoint others.
Today the process of choosing a pastor differs from denomination and even from church to church.
In American churches we have adopted a democratic process. Men are vetted by trusted individuals, and then presented to the church for a popular vote.
This is neither good nor bad but has pro’s and con’s.
Even men whom Paul appointed went astray. Demas.

Let a man so account of us, as of the ministers of Christ, and stewards of the mysteries of God.
This is a true saying, If a man desire the office of a bishop, he desireth a good work.
A bishop then must be blameless, the husband of one wife, vigilant, sober, of good behaviour, given to hospitality, apt to teach;
The pastor should be highly regarded when he preaches and teaches the Word. Not if he replaces the Word with his own.

Obey them that have the rule over you, and submit yourselves: for they watch for your souls, as they that must give account, that they may do it with joy, and not with grief: for that is unprofitable for you.
And I beseech you, brethren, suffer the word of exhortation: for I have written a letter unto you in few words.
Let the elders that rule well be counted worthy of double honour, especially they who labour in the word and doctrine.
For the scripture saith, Thou shalt not muzzle the ox that treadeth out the corn. And, The labourer is worthy of his reward.
Against an elder receive not an accusation, but before two or three witnesses.
Brethren, be followers together of me, and mark them which walk so as ye have us for an ensample.
