Here are the clear Bible TEACHINGS on conscience:

I. The Indication of Conscience.

“conscience”
1st mention John 8:9 “And they which heard it, being convicted by their own conscience, went out one by one, beginning at the eldest, even unto the last: and Jesus was left alone, and the woman standing in the midst.”
(1828) internal or self knowledge of right or wrong

II. The Implication of Conscience.

Romans 2:15 (context is parenthetical vs.13-15)
Romans 9:1 “I say the truth in Christ, I lie not, my conscience also bearing me witness in the Holy Ghost,”
Notice “conscience” + “Holy Ghost”
Ezekiel 36:27 “And I will put my spirit within you, and cause you to walk in my statutes, and ye shall keep my judgments, and do them.”

III. The Indoctrination of Conscience.

The conscience can be:
“good”
1 Timothy 1:5, 19; 1 Peter 3:16, 21.
“pure”
1 Timothy 3:9 “Holding the mystery of the faith in a pure conscience.”
“weak”
1 Corinthians 8:12 “But when ye sin so against the brethren, and wound their weak conscience, ye sin against Christ.”
“seared”
2 Timothy 4:2 “Preach the word; be instant in season, out of season; reprove, rebuke, exhort with all longsuffering and doctrine.”
“evil”
Hebrews 10:22.

IV. The Instruction of Conscience.

“pure water”
Ezekiel 36:25 “Then will I sprinkle clean water upon you, and ye shall be clean: from all your filthiness, and from all your idols, will I cleanse you.”
Ephesians 5:26–27
26 That he might sanctify and cleanse it with the washing of water by the word,
27 That he might present it to himself a glorious church, not having spot, or wrinkle, or any such thing; but that it should be holy and without blemish.

Conclusion:

The only help for a cluttered conscience is the cleansing blood of Jesus Christ!
