Authority

Romans 13:1–2 NIV
Let everyone be subject to the governing authorities, for there is no authority except that which God has established. The authorities that exist have been established by God. Consequently, whoever rebels against the authority is rebelling against what God has instituted, and those who do so will bring judgment on themselves.
What do we do with AUTHORITY?
Authority comes in many different forms. Mostly when we think about authority, we think about leaders like the president, generals, commanders, etc.
Authority is defined as “the power or right to give orders, make decisions, and enforce obedience.”
Daniel 1:1–2 NIV
In the third year of the reign of Jehoiakim king of Judah, Nebuchadnezzar king of Babylon came to Jerusalem and besieged it. And the Lord delivered Jehoiakim king of Judah into his hand, along with some of the articles from the temple of God. These he carried off to the temple of his god in Babylonia and put in the treasure house of his god.
Daniel 1:5 NIV
The king assigned them a daily amount of food and wine from the king’s table. They were to be trained for three years, and after that they were to enter the king’s service.
Daniel 1:8 NIV
But Daniel resolved not to defile himself with the royal food and wine, and he asked the chief official for permission not to defile himself this way.
God is FIRST authority
Daniel 2:48–49 NIV
Then the king placed Daniel in a high position and lavished many gifts on him. He made him ruler over the entire province of Babylon and placed him in charge of all its wise men. Moreover, at Daniel’s request the king appointed Shadrach, Meshach and Abednego administrators over the province of Babylon, while Daniel himself remained at the royal court.
Authority is authority
Many times we get into a mindset that authority should not be followed if we don’t agree with it. But as we see here Daniel continued to be obedient to the authority of God first and everything else second. Our faith in God should be the foundation of how we live our lives and we should continue to be obedient to it.
The Wesleyan Bible Commentary, Volume 5: Romans–Philemon 1. Obligations to Government (13:1–7)

Civic disobedience, then, becomes defiance of God

When we allow ourselves to come into an agreement to disobey our government due to the continuous disagreement instead of submission to authority, we are acting out against God.
This was prior to the period of Christian persecution spearheaded by Nero. Nevertheless, Paul recognized Rome as a church that he felt needed a strong dose of basic Gospel doctrine.
Submission to authority is submission to God
