Romans 12:9-21

There are two general sections. The first one dictates general conduct in the positive. Love one another with brotherly zeal. indicates this is about people in the church.
The second section is larger - maybe genuine love has far more to do with those we are angry with than with those who we get along with - and seems to be focused on teaching the church how to love our “enemies”. Though, honestly, I’m not sure it’s shifting the focus away from the church community.
On verse 20. Doing good to those who we consider our enemy is always a good idea. If they truly are our enemies, our kindness with result in their frustration (not an excuse for pettiness). On the other hand, if this person is not really an enemy, just angry, kindness can only have a positive impact.
