The dragon stood on the sand of the sea.
And I saw a beast coming up out of the sea. It had ten horns and seven heads. On its horns were ten crowns, and on its heads were blasphemous names. The beast I saw was like a leopard, its feet were like a bear’s, and its mouth was like a lion’s mouth. The dragon gave the beast his power, his throne, and great authority. One of its heads appeared to be fatally wounded, but its fatal wound was healed.
The whole earth was amazed and followed the beast. They worshiped the dragon because he gave authority to the beast. And they worshiped the beast, saying, “Who is like the beast? Who is able to wage war against it?”
The beast was given a mouth to utter boasts and blasphemies. It was allowed to exercise authority for forty-two months. It began to speak blasphemies against God: to blaspheme his name and his dwelling—those who dwell in heaven. And it was permitted to wage war against the saints and to conquer them. It was also given authority over every tribe, people, language, and nation. All those who live on the earth will worship it, everyone whose name was not written from the foundation of the world in the book of life of the Lamb who was slaughtered.
This calls for wisdom: Let the one who has understanding calculate the number of the beast, because it is the number of a person. Its number is 666.
Let everyone submit to the governing authorities, since there is no authority except from God, and the authorities that exist are instituted by God. So then, the one who resists the authority is opposing God’s command, and those who oppose it will bring judgment on themselves. For rulers are not a terror to good conduct, but to bad. Do you want to be unafraid of the one in authority? Do what is good, and you will have its approval. For it is God’s servant for your good. But if you do wrong, be afraid, because it does not carry the sword for no reason. For it is God’s servant, an avenger that brings wrath on the one who does wrong. Therefore, you must submit, not only because of wrath but also because of your conscience. And for this reason you pay taxes, since the authorities are God’s servants, continually attending to these tasks. Pay your obligations to everyone: taxes to those you owe taxes, tolls to those you owe tolls, respect to those you owe respect, and honor to those you owe honor.
The rulers of the earth are beasts: POWERFUL, dangerous, and CHAOTIC. Daniel 7:1-6, Ezekiel 32:2, Jeremiah 51:34, Revelation 13:1-3)
In the first year of King Belshazzar of Babylon, Daniel had a dream with visions in his mind as he was lying in his bed. He wrote down the dream, and here is the summary of his account. Daniel said, “In my vision at night I was watching, and suddenly the four winds of heaven stirred up the great sea. Four huge beasts came up from the sea, each different from the other.
“The first was like a lion but had eagle’s wings. I continued watching until its wings were torn off. It was lifted up from the ground, set on its feet like a man, and given a human mind.
“Suddenly, another beast appeared, a second one, that looked like a bear. It was raised up on one side, with three ribs in its mouth between its teeth. It was told, ‘Get up! Gorge yourself on flesh.’
“After this, while I was watching, suddenly another beast appeared. It was like a leopard with four wings of a bird on its back. It had four heads, and it was given dominion.
“Son of man, lament for Pharaoh king of Egypt and say to him,
‘You compare yourself to a lion of the nations,
but you are like a monster in the seas.
You thrash about in your rivers,
churn up the waters with your feet,
and muddy the rivers.
“King Nebuchadnezzar of Babylon has devoured me;
he has crushed me.
He has set me aside like an empty dish;
he has swallowed me like a sea monster;
he filled his belly with my delicacies;
he has vomited me out.

God rules over the beasts, using them to restrain SIN and CHAOS. Jer. 25:8-9. Is. 45:1, Romans 13:1, 4;
“Therefore, this is what the Lord of Armies says: ‘Because you have not obeyed my words, I am going to send for all the families of the north’—this is the Lord’s declaration—‘and send for my servant Nebuchadnezzar king of Babylon, and I will bring them against this land, against its residents, and against all these surrounding nations, and I will completely destroy them and make them an example of horror and scorn, and ruins forever.
“Be silent before me, coasts and islands!
And let peoples renew their strength.
Let them approach; let them testify;
let’s come together for the trial.
Let everyone submit to the governing authorities, since there is no authority except from God, and the authorities that exist are instituted by God.
For it is God’s servant for your good. But if you do wrong, be afraid, because it does not carry the sword for no reason. For it is God’s servant, an avenger that brings wrath on the one who does wrong.
Beasts have a tendency to REBEL and try to be the SOURCE of order itself. Dan. 7:7-8, Rev. 13:4-6; Psalm 2:1-3;
“After this, while I was watching in the night visions, suddenly a fourth beast appeared, frightening and dreadful, and incredibly strong, with large iron teeth. It devoured and crushed, and it trampled with its feet whatever was left. It was different from all the beasts before it, and it had ten horns.
“While I was considering the horns, suddenly another horn, a little one, came up among them, and three of the first horns were uprooted before it. And suddenly in this horn there were eyes like the eyes of a human and a mouth that was speaking arrogantly.
They worshiped the dragon because he gave authority to the beast. And they worshiped the beast, saying, “Who is like the beast? Who is able to wage war against it?”

Why do the nations rage
and the peoples plot in vain?
The kings of the earth take their stand,
and the rulers conspire together
against the Lord and his Anointed One:
“Let’s tear off their chains
and throw their ropes off of us.”
God appointed Jesus as the RIGHTFUL ruler and SOURCE of order in the world. Dan. 7:11-14, Mark 14:61-62, Ephesians 1:20-23; Psalm 2:4-9;
“I watched, then, because of the sound of the arrogant words the horn was speaking. As I continued watching, the beast was killed and its body destroyed and given over to the burning fire. As for the rest of the beasts, their dominion was removed, but an extension of life was granted to them for a certain period of time. I continued watching in the night visions,
and suddenly one like a son of man
was coming with the clouds of heaven.
He approached the Ancient of Days
and was escorted before him.
He was given dominion
and glory and a kingdom,
so that those of every people,
nation, and language
should serve him.
His dominion is an everlasting dominion
that will not pass away,
and his kingdom is one
that will not be destroyed.
But he kept silent and did not answer. Again the high priest questioned him, “Are you the Messiah, the Son of the Blessed One?”
“I am,” said Jesus, “and you will see the Son of Man seated at the right hand of Power and coming with the clouds of heaven.”
He exercised this power in Christ by raising him from the dead and seating him at his right hand in the heavens—far above every ruler and authority, power and dominion, and every title given, not only in this age but also in the one to come. And he subjected everything under his feet and appointed him as head over everything for the church, which is his body, the fullness of the one who fills all things in every way.
The one enthroned in heaven laughs;
the Lord ridicules them.
Then he speaks to them in his anger
and terrifies them in his wrath:
“I have installed my king
on Zion, my holy mountain.”
I will declare the Lord’s decree.
He said to me, “You are my Son;
today I have become your Father.
Ask of me,
and I will make the nations your inheritance
and the ends of the earth your possession.
You will break them with an iron scepter;
you will shatter them like pottery.”
The beasts continue to RULE under Jesus, but he will JUDGE them in the end. Dn. 7:12, 27; Psalm 2:10-12; Rev. 19:19-20;
As for the rest of the beasts, their dominion was removed, but an extension of life was granted to them for a certain period of time.
The kingdom, dominion, and greatness of the kingdoms under all of heaven will be given to the people, the holy ones of the Most High. His kingdom will be an everlasting kingdom, and all rulers will serve and obey him.’
So now, kings, be wise;
receive instruction, you judges of the earth.
Serve the Lord with reverential awe
and rejoice with trembling.
Pay homage to the Son or he will be angry
and you will perish in your rebellion,
for his anger may ignite at any moment.
All who take refuge in him are happy.
Then I saw the beast, the kings of the earth, and their armies gathered together to wage war against the rider on the horse and against his army. But the beast was taken prisoner, and along with it the false prophet, who had performed the signs in its presence. He deceived those who accepted the mark of the beast and those who worshiped its image with these signs. Both of them were thrown alive into the lake of fire that burns with sulfur.

Christians must not REJECT government—it plays a LEGITIMATE role in God’s plan to restrain chaos. Rom. 13:1-2, 6-7;

And for this reason you pay taxes, since the authorities are God’s servants, continually attending to these tasks. Pay your obligations to everyone: taxes to those you owe taxes, tolls to those you owe tolls, respect to those you owe respect, and honor to those you owe honor.
Christians must not TRUST in government—our real hope is in the KINGDOM of God. Rom. 13:4, 1 Tim. 2:1-4;

First of all, then, I urge that petitions, prayers, intercessions, and thanksgivings be made for everyone, for kings and all those who are in authority, so that we may lead a tranquil and quiet life in all godliness and dignity. This is good, and it pleases God our Savior, who wants everyone to be saved and to come to the knowledge of the truth.

And it makes everyone—small and great, rich and poor, free and slave—to receive a mark on his right hand or on his forehead, so that no one can buy or sell unless he has the mark: the beast’s name or the number of its name.

Christians must not FEAR government—Jesus will bring full and final JUSTICE when he returns. Rom. 13:3-4, Rom. 2:6-10;

He will repay each one according to his works: eternal life to those who by persistence in doing good seek glory, honor, and immortality; but wrath and anger to those who are self-seeking and disobey the truth while obeying unrighteousness. There will be affliction and distress for every human being who does evil, first to the Jew, and also to the Greek; but glory, honor, and peace for everyone who does what is good, first to the Jew, and also to the Greek. For there is no favoritism with God.
