Revelation 12:18–13:8 CSB
The dragon stood on the sand of the sea. And I saw a beast coming up out of the sea. It had ten horns and seven heads. On its horns were ten crowns, and on its heads were blasphemous names. The beast I saw was like a leopard, its feet were like a bear’s, and its mouth was like a lion’s mouth. The dragon gave the beast his power, his throne, and great authority. One of its heads appeared to be fatally wounded, but its fatal wound was healed. The whole earth was amazed and followed the beast. They worshiped the dragon because he gave authority to the beast. And they worshiped the beast, saying, “Who is like the beast? Who is able to wage war against it?” The beast was given a mouth to utter boasts and blasphemies. It was allowed to exercise authority for forty-two months. It began to speak blasphemies against God: to blaspheme his name and his dwelling—those who dwell in heaven. And it was permitted to wage war against the saints and to conquer them. It was also given authority over every tribe, people, language, and nation. All those who live on the earth will worship it, everyone whose name was not written from the foundation of the world in the book of life of the Lamb who was slaughtered.

This calls for wisdom: Let the one who has understanding calculate the number of the beast, because it is the number of a person. Its number is 666.
Romans 13:1–7 CSB
Let everyone submit to the governing authorities, since there is no authority except from God, and the authorities that exist are instituted by God. So then, the one who resists the authority is opposing God’s command, and those who oppose it will bring judgment on themselves. For rulers are not a terror to good conduct, but to bad. Do you want to be unafraid of the one in authority? Do what is good, and you will have its approval. For it is God’s servant for your good. But if you do wrong, be afraid, because it does not carry the sword for no reason. For it is God’s servant, an avenger that brings wrath on the one who does wrong. Therefore, you must submit, not only because of wrath but also because of your conscience. And for this reason you pay taxes, since the authorities are God’s servants, continually attending to these tasks. Pay your obligations to everyone: taxes to those you owe taxes, tolls to those you owe tolls, respect to those you owe respect, and honor to those you owe honor.
The rulers of the earth are beasts: POWERFUL, dangerous, and CHAOTIC. Daniel 7:1-6, Ezekiel 32:2, Jeremiah 51:34, Revelation 13:1-3)
Daniel 7:1–6 CSB
In the first year of King Belshazzar of Babylon, Daniel had a dream with visions in his mind as he was lying in his bed. He wrote down the dream, and here is the summary of his account. Daniel said, “In my vision at night I was watching, and suddenly the four winds of heaven stirred up the great sea. Four huge beasts came up from the sea, each different from the other. “The first was like a lion but had eagle’s wings. I continued watching until its wings were torn off. It was lifted up from the ground, set on its feet like a man, and given a human mind. “Suddenly, another beast appeared, a second one, that looked like a bear. It was raised up on one side, with three ribs in its mouth between its teeth. It was told, ‘Get up! Gorge yourself on flesh.’ “After this, while I was watching, suddenly another beast appeared. It was like a leopard with four wings of a bird on its back. It had four heads, and it was given dominion.

Beasts have a tendency to REBEL and try to be the SOURCE of order itself. Dan. 7:7-8, Rev. 13:4-6; Psalm 2:1-3;

Why do the nations rage and the peoples plot in vain? The kings of the earth take their stand, and the rulers conspire together against the Lord and his Anointed One: “Let’s tear off their chains and throw their ropes off of us.”

He was given dominion and glory and a kingdom, so that those of every people, nation, and language should serve him. He exercised this power in Christ by raising him from the dead and seating him at his right hand in the heavens—far above every ruler and authority, power and dominion, and every title given, not only in this age but also in the one to come. And he subjected everything under his feet and appointed him as head over everything for the church, which is his body, the fullness of the one who fills all things in every way.

The one enthroned in heaven laughs; the Lord ridicules them. The beasts continue to RULE under Jesus, but he will JUDGE them in the end. Dn. 7:12, 27; Psalm 2:10-12; Rev. 19:19-20;

Then I saw the beast, the kings of the earth, and their armies gathered together to wage war against the rider on the horse and against his army. But the beast was taken prisoner, and along with it the false prophet, who had performed the signs in its presence. He deceived those who accepted the mark of the beast and those who worshiped its image with these signs. Both of them were thrown alive into the lake of fire that burns with sulfur.

Living with Dragons

Christians must not REJECT government—it plays a LEGITIMATE role in God’s plan to restrain chaos. Rom. 13:1-2, 6-7;
