Salvation to all

The emphasis in Romans 9 is on Israel’s past election, in Romans 10 on Israel’s present rejection, and in Romans 11 on Israel’s future restoration.

We have seen Paul explain that God’s word has not failed
In His soveirgnty he chooses whom He desires, and has elected Mercy and predestined a plan of salvation for ALL of Humanity
The issue with Israel and with everyone is not God not fufilling His promises, nor God changing His mind but rather a lack of response on humanity to accept the son Jesus.

10 For with the heart one believes and is justified, and with the mouth one confesses and is saved. 11 For the Scripture says, “Everyone who believes in him will not be put to shame.” 12 For there is no distinction between Jew and Greek; for the same Lord is Lord of all, bestowing his riches on all who call on him. 13 For “everyone who calls on the name of the Lord will be saved.”

14 How then will they call on him in whom they have not believed? And how are they to believe in him of whom they have never heard? And how are they to hear without someone preaching? 15 And how are they to preach unless they are sent? As it is written, “How beautiful are the feet of those who preach the good news!” 16 But they have not all obeyed the gospel. For Isaiah says, “Lord, who has believed what he has heard from us?” 17 So faith comes from hearing, and hearing through the word of Christ.

18 But I ask, have they not heard? Indeed they have, for

“Their voice has gone out to all the earth,

and their words to the ends of the world.”

19 But I ask, did Israel not understand? First Moses says,

“I will make you jealous of those who are not a nation;

with a foolish nation I will make you angry.”

20 Then Isaiah is so bold as to say,

“I have been found by those who did not seek me;

I have shown myself to those who did not ask for me.”

21 But of Israel he says, “All day long I have held out my hands to a disobedient and contrary people.”

Paul has made it clear in verses 9:30-10:10 that the Jews have no unfair advantage to gentiles in God’s Righteousness.
Instead Paul lets them know that what is needed for Salvation is the confession that Jesus is Lord & faith that God Raised Him from the dead (V.9,10) & those who genuinely believe and are obedient from heart, will publicly confess Him

17 But thanks be to God, that you who were once slaves of sin have become obedient from the heart to the standard of teaching to which you were committed

10 For with the heart one believes and is justified, and with the mouth one confesses and is saved.

Paul explains the phrases "with your mouth" and "in your heart" to show that God doesn't just want us to say religious words like a magic spell to get into heaven. Believing in your heart means a deeper faith than just thinking with your head. The heart is where we truly understand and desire things, guiding the direction of our lives. This is why Paul prays for our hearts to be strengthened in holiness (1 Thess. 3:13), for God to comfort and strengthen our hearts in every good work and word (2 Thess. 2:17), and to direct our hearts (2 Thess. 3:5). God tests our hearts (1 Thess. 2:4). Confessing that Jesus is Lord and that He was raised from the dead requires more than just saying words; it requires heartfelt belief. The reference to the heart reminds Jews of the Shema (It was a daily prayer for ancient Israelites and is still recited by Jewish people today. We first find this prayer in the book of Deuteronomy.): "Hear, O Israel: The LORD our God, the LORD is one. You shall love the LORD your God with all your heart and with all your soul and with all your might. And these words that I command you today shall be on your heart" (Deut. 6:4-6).
What a person says must match what is truly in their heart. A mouth that speaks curses and bitterness comes from a heart that is darkened and senseless (Romans 1:21; 3:14). But when someone confesses that Jesus is Lord, it shows that God has poured His love on a person. (Romans 5:5).

5 and hope does not put us to shame, because God’s love has been poured into our hearts through the Holy Spirit who has been given to us.
