Romans 8:35–39 “35 Who can separate us from the love of Christ? Can affliction or distress or persecution or famine or nakedness or danger or sword? 36 As it is written: Because of you we are being put to death all day long; we are counted as sheep to be slaughtered. 37 No, in all these things we are more than conquerors through him who loved us. 38 For I am persuaded that neither death nor life, nor angels nor rulers, nor things present nor things to come, nor powers, 39 nor height nor depth, nor any other created thing will be able to separate us from the love of God that is in Christ Jesus our Lord.”

1. Gods reinstitution of the created order

Genesis 1:28 “28 God blessed them, and God said to them, “Be fruitful, multiply, fill the earth, and subdue it. Rule the fish of the sea, the birds of the sky, and every creature that crawls on the earth.””
Genesis 9:1–2 “1 God blessed Noah and his sons and said to them, “Be fruitful and multiply and fill the earth. 2 The fear and terror of you will be in every living creature on the earth, every bird of the sky, every creature that crawls on the ground, and all the fish of the sea. They are placed under your authority.”

Punishment
Of the Civil Magistrate - Chapter 24 PARAGRAPH 1
God, the supreme Lord and King of all the world, has ordained civil magistrates to be under him, over the people, for his own glory and the public good; and to this end has armed them with the power of the sword, for defence and encouragement of them that do good, and for the punishment of evil doers.1
Romans 13:1–4 “1 Let everyone submit to the governing authorities, since there is no authority except from God, and the authorities that exist are instituted by God. 2 So then, the one who resists the authority is opposing God’s command, and those who oppose it will bring judgment on themselves. 3 For rulers are not a terror to good conduct, but to bad. Do you want to be unafraid of the one in authority? Do what is good, and you will have its approval. 4 For it is God’s servant for your good. But if you do wrong, be afraid, because it does not carry the sword for no reason. For it is God’s servant, an avenger that brings wrath on the one who does wrong.”
