9 For this reason also, God highly exalted Him, and bestowed on Him the name which is above every name,
10 so that at the name of Jesus every knee will bow, of those who are in heaven and on earth and under the earth,”
What is meant here? First, to clear away some of the muddled thinking about this text. There is nothing special about saying the word Jesus.
Archibald Hall says the following:
I shall only add that no peculiar reverence is due to the name Jesus in prayer, or any other duty, more than to the rest of the names by which that adorable person is made known to us in the Holy Scriptures. The margin of our Bibles furnishes us with a just translation, and a noble sense of that text, that in "the name of Jesus every knee should bow," etc. (Phil. 2:10); not when the word is named but in his name as the alone and appointed Mediator between God and men.  
We probably naturally think this is referring to the enemies of Christ. Unbelievers. But the first consideration is a call to find salvation in Him. Isaiah 45:22 “22 “Turn to Me and be saved, all the ends of the earth; For I am God, and there is no other.” Does that sound familiar to a gospel passage. Matthew 11:28 “28 “Come to Me, all who are weary and heavy-laden, and I will give you rest.” Even more interesting is the fact that verse 27 has a reference to Jesus exalted status Matthew 11:27 “27 “All things have been handed over to Me by My Father; and no one knows the Son except the Father; nor does anyone know the Father except the Son, and anyone to whom the Son wills to reveal Him.” Jesus is claiming the same authority over mens souls as YHWH does in Isaiah. Isaiah 45:21 “….. Is it not I, the Lord? And there is no other God besides Me, A righteous God and a Savior; There is none except Me.” Turn to me and be saved…Come to me, and I will give you rest. None but YHWH can say that!
11 and that every tongue will confess that Jesus Christ is Lord, to the glory of God the Father.
12 So then, my beloved, just as you have always obeyed, not as in my presence only, but now much more in my absence, work out your salvation with fear and trembling;
13 for it is God who is at work in you, both to will and to work for His good pleasure.
