01-GENESIS 09:13

"I do set my bow in the cloud, and it shall be for a token of a covenant between me and the earth."

The rainbow always reminds me of God's promise to never destroy the earth with a flood, a major part of the covenant for which it is a token. However, the Bible says it is not to remind me but a reminder for God! He said: "And it shall come to pass, when I bring a cloud over the earth, that the bow shall be seen in the cloud: And I will remember my covenant, which [is] between me and you and every living creature of all flesh; and the waters shall no more become a flood to destroy all flesh. And the bow shall be in the cloud; and I will look upon it, that I may remember the everlasting covenant between God and every living creature of all flesh that [is] upon the earth."
Would God forget? Not likely, but the sin of mankind is so much more multiplied since He judged it with the flood, it is a wonder He has not brought judgment on us again.
Instead, He looks to Himself for the response that must be made to sinful man. If it depended upon our behavior, there could be none alive. It didn't depend on us though, but on Him. He looks to the token that HE gave to remind HIMSELF to act in mercy.
He did the same with Jesus. He doesn't look at our helpless estate, but to His Son. Because of Jesus, He can forgive and cleanse and make holy, over and over again. Jesus is the token of the new covenant, the reminder to God that there is now no condemnation to those who are in Christ Jesus.
And of course that token reminds us of His everlasting mercy.
