Ah, the proud garland of the drunkards of Ephraim, and the fading flower of its glorious beauty, which is on the head of those bloated with rich food, of those overcome with wine!
See, the Lord has one who is mighty and strong; like a storm of hail, a destroying tempest, like a storm of mighty, overflowing waters; with his hand he will hurl them down to the earth.
Trampled under foot will be the proud garland of the drunkards of Ephraim.
And the fading flower of its glorious beauty, which is on the head of those bloated with rich food, will be like a first-ripe fig before the summer; whoever sees it, eats it up as soon as it comes to hand.
In that day the Lord of hosts will be a garland of glory, and a diadem of beauty, to the remnant of his people;
and a spirit of justice to the one who sits in judgment, and strength to those who turn back the battle at the gate.
These also reel with wine and stagger with strong drink; the priest and the prophet reel with strong drink, they are confused with wine, they stagger with strong drink; they err in vision, they stumble in giving judgment.
All tables are covered with filthy vomit; no place is clean.
“Whom will he teach knowledge, and to whom will he explain the message? Those who are weaned from milk, those taken from the breast?
For it is precept upon precept, precept upon precept, line upon line, line upon line, here a little, there a little.”
Truly, with stammering lip and with alien tongue he will speak to this people,
to whom he has said, “This is rest; give rest to the weary; and this is repose”; yet they would not hear.
Therefore the word of the Lord will be to them, “Precept upon precept, precept upon precept, line upon line, line upon line, here a little, there a little;” in order that they may go, and fall backward, and be broken, and snared, and taken.
Therefore hear the word of the Lord, you scoffers who rule this people in Jerusalem.
Because you have said, “We have made a covenant with death, and with Sheol we have an agreement; when the overwhelming scourge passes through it will not come to us; for we have made lies our refuge, and in falsehood we have taken shelter”;
therefore thus says the Lord God, See, I am laying in Zion a foundation stone, a tested stone, a precious cornerstone, a sure foundation: “One who trusts will not panic.”
And I will make justice the line, and righteousness the plummet; hail will sweep away the refuge of lies, and waters will overwhelm the shelter.
Then your covenant with death will be annulled, and your agreement with Sheol will not stand; when the overwhelming scourge passes through you will be beaten down by it.
As often as it passes through, it will take you; for morning by morning it will pass through, by day and by night; and it will be sheer terror to understand the message.
For the bed is too short to stretch oneself on it, and the covering too narrow to wrap oneself in it.
For the Lord will rise up as on Mount Perazim, he will rage as in the valley of Gibeon to do his deed—strange is his deed!— and to work his work—alien is his work!
Now therefore do not scoff, or your bonds will be made stronger; for I have heard a decree of destruction from the Lord God of hosts upon the whole land.
Listen, and hear my voice; Pay attention, and hear my speech.
Do those who plow for sowing plow continually? Do they continually open and harrow their ground?
When they have leveled its surface, do they not scatter dill, sow cummin, and plant wheat in rows and barley in its proper place, and spelt as the border?
For they are well instructed; their God teaches them.
Dill is not threshed with a threshing sledge, nor is a cart wheel rolled over cummin; but dill is beaten out with a stick, and cummin with a rod.
Grain is crushed for bread, but one does not thresh it forever; one drives the cart wheel and horses over it, but does not pulverize it.
This also comes from the Lord of hosts; he is wonderful in counsel, and excellent in wisdom.

Author
Isiah is the author, of the Book bearing His name as he discloses in Isa2:1; Isa13:1. We must also see that Isaiah use the title "the Holy One of Israel" and "the Lord of Hosts" throughout the book, even The New Testament confirms the view that Isaiah authored the entire book. The Apostle John attributed prophecies from Is 53:1 as well as from Isa6:9-10 to the prophet Isaiah in Joh12:38-41.
Date
Isaiah was married Isa8:3 and had two sons, Shear-Jashub Isa7:3 and Maher-Shalal-Hash-Baz Isa8:3. Some have supposed from Isaiah's commissioning Isa6:1-13 that he was a priest, but no evidence in the book supports this.
The year of Isaiah's death is unknown but it was probably after Hezekiah's death in 686 b.c. and therefore probably in Manasseh's sole reign, 686-642 because Isaiah wrote a biography of King Hezekiah 2Ch_32:32. Isaiah's death would have occurred after Sennacherib's death Isa_37:38, which was in 681 b.c. Since the prophet's ministry began sometime in Uzziah's reign 790-739 b.c. Isaiah ministered for at least 58 years from at least 739, when Uzziah died Isa_6:1, to 681, when Sennacherib died.
According to tradition dating from the second century a.d., Isaiah was martyred by King Manasseh. Justin Martyr (ca. a.d. 100-165) wrote that Isaiah was sawed asunder with a saw Heb11:37.
Structure
The Book of Isaiah is the first of the 17 Old Testament prophetic books not because it is the oldest but because it is the most comprehensive in content and unity.

Purpose
According to the Bible Knowledge Commentary Isaiah’s primary purpose was to remind his readers of the special relationship they had with God as members of the nation of Israel, His special covenant community.
Isaiah knew of the Abrahamic Covenant (Gen12:2-3; Gen15:18-21; Gen17:3-8, Gen17:19) in which God promised that Israel would (a) enjoy a special relationship with Him, (b) possess the land of Canaan, and (c) be a blessing to others.
Isaiah was also aware of the Mosaic Covenant, given Israel at the time of the Exodus from Egypt and repeated by Moses to the generation of Israelites who were about to enter Palestine. Throughout the Book of Deuteronomy God through Moses had promised the people that as members of the covenant community they would be blessed by Him if they lived according to the Mosaic Covenant (e.g., Deut 28:1-14). But He also warned them that if they did not obey His commands and decrees they would experience the curses (punishments) spelled out in the covenant (Deut 28:15-68) including exile from the land (see the chart “The Covenant Chastenings,” near Amos 4:6).
However, because of the Abrahamic Covenant in which God promised blessing on Israel and the world, Moses could confidently affirm that even after the people had been exiled from the land the Lord would someday bring them back to the land of promise and establish them in His kingdom.
So, Isaiah was calling the people of Judah back to a proper covenantal relationship with God. He was reminding his generation of the sinful condition in which they were living and of its consequences. God would judge the nation, but He would also eventually restore them to the land (cf. Deut 30:1-5) with full kingdom blessings because of His promises to Abraham.
The purpose of Isa 28 is to teach all that Jesus is the cornerstone, Isa 28:16, Matt 21:42, Mark 12:10-11, Luke 20:17, Acts 4:11, Eph 2:20, 1 Pet 2:2-7!!!!

An architectural term used in the NT as a metaphor for Christ (Matt. 21:42; Eph. 2:20; 1 Pet. 2:4–8). The NT usage of this term (Gk. akrogōniaɩ́os; kephalḗ gōnɩ́as) comes from the OT (Heb. rōʾš pinnâ; Ps. 118:22; Isa. 8:14; 28:16–17). “Cornerstone” may refer to: (1) the stone in a new building laid first with great care and ceremony so as to ensure a straight and level foundation; (2) the interlocking cornerstones that join and strengthen two connecting walls; (3) the capstone at the top corner of a wall; or (4) the keystone of an arched door or gateway, the center and topmost stone that joins the two sides and supports the arch itself (the most important stone in which the name of the city, the ruler, and builder were often carved).
In the NT, Peter uses OT passages in a complex analogy, referring to individual believers as “stones” in a spiritual house where Christ is (1) the corner of the foundation; (2) the capstone or, more likely, keystone; and (3) the stumbling stone, upon which disobedient builders are judged for searching out a stone of their own choosing to complete the building (1 Pet. 2:4–8). Paul demonstrates that while the “apostles and prophets” are the foundation of the Church, it is Christ “in whom the whole building is fitted together” (Eph. 2:20).1

Application
YHWH I know and I believe, with all my Heart, that YHWH Yehsua is our Cornerstone, that no ones comes to the Father accept through Christ Jesus, our redeemer!!!! In YHWH Yeshua Holy and Precious name I pray and I claim this petition Amen Amen Amen Amen !!!!
Conclusion
