1. Prayer and Discernment

Biblical basis: Acts 13:2–3
“While they were worshiping the Lord and fasting, the Holy Spirit said, ‘Set apart for me Barnabas and Saul for the work to which I have called them.’ Then after fasting and praying they laid their hands on them and sent them off.”
Strategy:
Begin with worship, fasting, and prayer to seek God’s will and timing.
Ensure that the call to plant a church is Spirit-led, not merely based on human strategy or ambition.

2. Raising and Sending Qualified Leaders

Biblical basis: 2 Timothy 2:2
“And what you have heard from me in the presence of many witnesses entrust to faithful men who will be able to teach others also.”
Strategy:
Invest in discipleship and leadership development.
Identify and send leaders who are biblically qualified (1 Timothy 3, Titus 1).

3. Team-Based Ministry

Biblical basis: Acts 14:21–23
“…they returned to Lystra, Iconium and Antioch, strengthening the disciples and encouraging them… Paul and Barnabas appointed elders for them in each church…”
Strategy:
Avoid solo efforts; plant with a team that has complementary gifts.
Include shepherds, teachers, evangelists, and servants.

4. Contextual Mission and Cultural Engagement

Biblical basis: 1 Corinthians 9:22
“I have become all things to all people so that by all possible means I might save some.”
Strategy:
Understand and adapt to the culture without compromising the Gospel.
Engage with the community, meet needs, and speak their "language."

5. Focus on Discipleship, Not Just Attendance

Biblical basis: Matthew 28:19–20
“Go therefore and make disciples of all nations… teaching them to obey everything I have commanded you.”
Strategy:
Prioritize disciple-making as the core mission.
Build deep, transformative relationships over shallow growth.

6. Multiplication Over Maintenance

Biblical basis: Acts 9:31
“Then the church throughout Judea, Galilee and Samaria enjoyed a time of peace… It increased in numbers.”
Strategy:
Design the church plant to be a church-planting church.
Instill a DNA of multiplication from the beginning.

7. Financial Accountability and Simplicity

Biblical basis: Acts 2:44–45; 2 Corinthians 8–9
“They sold property and possessions to give to anyone who had need…”
Strategy:
Be transparent and wise in finances.
Start with a simple model that focuses on ministry over infrastructure.

8. Partnership with Other Churches

Biblical basis: Philippians 4:15–16
“Moreover, as you Philippians know… not one church shared with me in the matter of giving and receiving, except you only…”
Strategy:
Cultivate support from existing churches.
Stay connected for accountability, resources, and prayer.
