Then he began to denounce the cities where most of his mighty works had been done, because they did not repent. “Woe to you, Chorazin! Woe to you, Bethsaida! For if the mighty works done in you had been done in Tyre and Sidon, they would have repented long ago in sackcloth and ashes. But I tell you, it will be more bearable on the day of judgment for Tyre and Sidon than for you. And you, Capernaum, will you be exalted to heaven? You will be brought down to Hades. For if the mighty works done in you had been done in Sodom, it would have remained until this day. But I tell you that it will be more tolerable on the day of judgment for the land of Sodom than for you.”

Jesus turns his comments to Capenaum where he had been living and from which he had established his ministry
King of Babylon boasted, and Isaiah responded...
Isaiah 14:13 “You said in your heart, ‘I will ascend to heaven; above the stars of God I will set my throne on high; I will sit on the mount of assembly in the far reaches of the north;”
Isaiah 14:15 “But you are brought down to Sheol, to the far reaches of the pit.”
“Will you be exalted to heaven? No! You will be brought down to Hades [Hell]”
Old testament: Sheol
If the same works as done in Capenaum had been done is Sodom (and Gamorrah) it would have not been destroyed (indicating a great repentance would have incurred)
Matthew 11:24 ESV
But I tell you that it will be more tolerable on the day of judgment for the land of Sodom than for you.”
“More tolerable on the day of judgement for the lad of Sodom, than for you”
