1 Then the Lord said to Joshua, 2 “Say to the people of Israel, ‘Appoint the cities of refuge, of which I spoke to you through Moses, 3 that the manslayer who strikes any person without intent or unknowingly may flee there. They shall be for you a refuge from the avenger of blood. 4 He shall flee to one of these cities and shall stand at the entrance of the gate of the city and explain his case to the elders of that city. Then they shall take him into the city and give him a place, and he shall remain with them. 5 And if the avenger of blood pursues him, they shall not give up the manslayer into his hand, because he struck his neighbor unknowingly, and did not hate him in the past. 6 And he shall remain in that city until he has stood before the congregation for judgment, until the death of him who is high priest at the time. Then the manslayer may return to his own town and his own home, to the town from which he fled.’ ” 7 So they set apart Kedesh in Galilee in the hill country of Naphtali, and Shechem in the hill country of Ephraim, and Kiriath-arba (that is, Hebron) in the hill country of Judah. 8 And beyond the Jordan east of Jericho, they appointed Bezer in the wilderness on the tableland, from the tribe of Reuben, and Ramoth in Gilead, from the tribe of Gad, and Golan in Bashan, from the tribe of Manasseh. 9 These were the cities designated for all the people of Israel and for the stranger sojourning among them, that anyone who killed a person without intent could flee there, so that he might not die by the hand of the avenger of blood, till he stood before the congregation.
Context
Context
After Moses died (1406 BC.), Joshua rules nation. He conquers Israel and sets up cities of refuge. When Joshua dies, time of the judges starts, until Saul becomes king.
In the land there were 48 Levitical cities, 6 of them appointed as cities of refuges.
Unintentional killing:
12 “Whoever strikes a man so that he dies shall be put to death. 13 But if he did not lie in wait for him, but God let him fall into his hand, then I will appoint for you a place to which he may flee.
Example of unintentional killing:
4 “This is the provision for the manslayer, who by fleeing there may save his life. If anyone kills his neighbor unintentionally without having hated him in the past— 5 as when someone goes into the forest with his neighbor to cut wood, and his hand swings the axe to cut down a tree, and the head slips from the handle and strikes his neighbor so that he dies—he may flee to one of these cities and live, 6 lest the avenger of blood in hot anger pursue the manslayer and overtake him, because the way is long, and strike him fatally, though the man did not deserve to die, since he had not hated his neighbor in the past.
6 “Whoever sheds the blood of man, by man shall his blood be shed, for God made man in his own image.
Six cities, three east and three west of the Jordan river. Available for all, and easily accessible for all (Num 35:9-34). 6 - number of uncompletedness, humans.
Kadesh - righteousness
Shechem - back or shoulder (strength)
Hebron - Fellowship (friendship and love)
Bezer - Fortress (security)
Ramoth - Heights
Golan - Joy (a circle - everlasting)

Tell the elders at the gate. Meeting point for elders where judgement was spoken Judg 20:4, Num 35:12. Before you could enter, you need to tell them what you did wrong (confession).

You could return if the high priest died. Jesus, as our high priest, died for our sins. After that we are clean and are without blame and sin (Rom 5:11).

Go to the refuge city, that is available for all and easy to reach. If reached too late, you might face death. On the way or almost there is not enough. Flee for the destroyer of our souls and find refuge in Jesus’ redemptive work John 6:37. Godly provision for men who sincerely desire to be delivered from sin.
The Levites, the people dedicated to Yahweh, that are taking care of the lost.
Confess and repent from your sins (1 John 1:9).
Depend on His work, the death of the high priest, the work on the cross is enough.
Stay in the city! (2 Sam 3)
18 so that by two unchangeable things, in which it is impossible for God to lie, we who have fled for refuge might have strong encouragement to hold fast to the hope set before us. 19 We have this as a sure and steadfast anchor of the soul, a hope that enters into the inner place behind the curtain, 20 where Jesus has gone as a forerunner on our behalf, having become a high priest forever after the order of Melchizedek.

Selah 5 For you, O God, have heard my vows; you have given me the heritage of those who fear your name. 6 Prolong the life of the king; may his years endure to all generations! 7 May he be enthroned forever before God; appoint steadfast love and faithfulness to watch over him! 8 So will I ever sing praises to your name, as I perform my vows day after day.
1 He who dwells in the shelter of the Most High will abide in the shadow of the Almighty. 2 I will say to the Lord, “My refuge and my fortress, my God, in whom I trust.” 3 For he will deliver you from the snare of the fowler and from the deadly pestilence. 4 He will cover you with his pinions, and under his wings you will find refuge; his faithfulness is a shield and buckler. 5 You will not fear the terror of the night, nor the arrow that flies by day, 6 nor the pestilence that stalks in darkness, nor the destruction that wastes at noonday. 7 A thousand may fall at your side, ten thousand at your right hand, but it will not come near you. 8 You will only look with your eyes and see the recompense of the wicked. 9 Because you have made the Lord your dwelling place— the Most High, who is my refuge— 10 no evil shall be allowed to befall you, no plague come near your tent. 11 For he will command his angels concerning you to guard you in all your ways. 12 On their hands they will bear you up, lest you strike your foot against a stone. 13 You will tread on the lion and the adder; the young lion and the serpent you will trample underfoot. 14 “Because he holds fast to me in love, I will deliver him; I will protect him, because he knows my name. 15 When he calls to me, I will answer him; I will be with him in trouble; I will rescue him and honor him. 16 With long life I will satisfy him and show him my salvation.”
