All throughout the Book of Hebrews where scriptur is sighted it is assigned to God.
2 Peter 1:21 “21 because no prophecy ever came by the will of man; instead, men spoke from God as they were carried along by the Holy Spirit.”
2 Timothy 3:16 “16 All Scripture is inspired by God and is profitable for teaching, for rebuking, for correcting, for training in righteousness,”
God spoke at diffrent time is litterly just that!
The Patriarchs (Early History)
— directly in the Garden
Adam & Eve
— instructions to build the ark
Noah
— called him out of Ur, made a covenant with him Abraham
— continued the covenant promisesIsaac & Jacob
The Prophets
— face to face, more directly than any other (Num. 12:6-8) Moses
— called as a boy; became a major prophet

— major prophets with extended messages

and others — the minor prophets

— given direction for leading Israel

God did just speak to the people in the Bible
God is speaking to you toady as and when you read your Bible!
Hebrews 3:7 “7 Therefore, as the Holy Spirit says: Today, if you hear his voice,”
God is speaking. Not God spoke, but God is speaking. He is by His nature continuously articulate. He fills the world with His speaking Voice.1

Hebrews 1:2 “2 In these last days, he has spoken to us by his Son. God has appointed him heir of all things and made the universe through him.”
Everytime and way that God spoke it was to tell us more and more about the Son.
From creation to Eve to John The Baptist.
In these last days- the current time as Christ is reigning
John 1:1–2 “In the beginning was the Word, and the Word was with God, and the Word was God. He was with God in the beginning.”
The voice of God today is a quiet voice. The voice of God’s love and grace is constant—never strident, never compulsive. God has sent His messengers to every generation. He has spoken through the urgent voice of the prophet. He has spoken through the concerned voice of the preacher and the evangelist. He has spoken through the sweet voice of the gospel singer. He has spoken through the voices of plain, sincere, loving men and women who have given faithful witness to the transforming new birth from above and the joys that God’s children will know throughout the eternity to come.…
These voices repeat the offer of our Lord: “Take my yoke upon you and learn from me, for I am gentle and humble in heart, and you will find rest for your souls” (Matthew 11:29).
