1 Peter 2:13–14 ESV
13 Be subject for the Lord’s sake to every human institution, whether it be to the emperor as supreme, 14 or to governors as sent by him to punish those who do evil and to praise those who do good.
WORD STUDY
“Submit” (hypotasso) = submissive relationship; be a subordinate; obey (BDAG)
“hypo” (under) + tasso (to place) = to place under
Middle voice = voluntary act
WORD STUDY
“Ordinance/institution” (Ktisis)
Divine creation (BDAG) cf. Romans 1:20
Governance system, authority system (BDAG)
WORD STUDY
“Ordinance/institution” (Ktisis)
“Every ordinance/institution” = we don’t pick and choose who to serve
JESUS AS AN EXAMPLE
Jesus teaches the Jews to obey the laws of the Roman Caesar (Matthew 22:13-22)
Matthew 22:21 NKJV
21 They said to Him, “Caesar’s.” And He said to them, “Render therefore to Caesar the things that are Caesar’s, and to God the things that are God’s.”
B. OUR CONDUCT (CIVIC LIFE)
2. Explanation for submission (13,15)
Why do we need to follow man’s laws?
God instructs and desires it
1 Peter 2:13 NKJV
13 Therefore submit yourselves to every ordinance of man for the Lord’s sake, whether to the king as supreme,
1 Peter 2:15 NKJV
15 For this is the will of God, that by doing good you may put to silence the ignorance of foolish men—
B. OUR CONDUCT (CIVIC LIFE)
2. Explanation for submission (13,15)
Why do we need to follow man’s laws?
Social order! Men can live at peace with each other.
Romans 12:18 NKJV
18 If it is possible, as much as depends on you, live peaceably with all men.
Believers are told to live peaceably with all men. This can be done by following laws and the government.
Without traffic laws, cars would just keep on going.
Without robbery laws, anyone can just get what they want.
In a classroom, we are taught to follow laws.
ISRAEL WITHOUT A KING
After Moses’ and Aaron’s death, Israel didn’t had a king (anarchy).
They had laws, but no king. They did what was right in their eyes.
No government, no law and order
Judges 21:25 NKJV
25 In those days there was no king in Israel; everyone did what was right in his own eyes.
1 Samuel 8:7 NKJV
7 And the Lord said to Samuel, “Heed the voice of the people in all that they say to you; for they have not rejected you, but they have rejected Me, that I should not reign over them.
God allowed Israel to have a king for themselves, rejecting Him as their king.
Matthew 9:36 NKJV
36 But when He saw the multitudes, He was moved with compassion for them, because they were weary and scattered, like sheep having no shepherd.
When Jesus came, the Romans were already governing Israel. The nation didn’t have their own king, but they had the Roman government to lead them.
B. OUR CONDUCT (CIVIC LIFE)
2. Explanation for submission (13,15)
Is God’s kingdom here on earth? Not yet.
Is God king of the earth now? Not yet.
Matthew 4:17 NKJV
17 From that time Jesus began to preach and to say, “Repent, for the kingdom of heaven is at hand.”
Jesus offered the kingdom to Israel when He came. He commands them to “repent” - to change their mind on who should govern them. But Israel rejected it by crucifying Jesus.
Matthew’s Gospel is to teach Israel that Jesus wants to be Israel’s king. That’s why he starts with Jesus’ lineage showing that Jesus is man and qualified to be their king. He also shows that Jesus is God, the God King!
Matthew 6:10 NKJV
10 Your kingdom come. Your will be done On earth as it is in heaven.
B. OUR CONDUCT (CIVIC LIFE)
2. Explanation for submission (13,15)
Since the Kingdom is not yet here, God appointed men to “temporarily” govern themselves.
Romans 13:1–2 NKJV
1 Let every soul be subject to the governing authorities. For there is no authority except from God, and the authorities that exist are appointed by God. 2 Therefore whoever resists the authority resists the ordinance of God, and those who resist will bring judgment on themselves.
B. OUR CONDUCT (CIVIC LIFE)
3. Execution of submission (16-17)
1 Peter 2:16 NKJV
16 as free, yet not using liberty as a cloak for vice, but as bondservants of God.
B. OUR CONDUCT (CIVIC LIFE)
3. Execution of submission (16-17)
Our status as God’s child is not a license to disobey the laws
Peter is instructing the church to still submit despite oppression
Just because we’re free from the penalty of sin and that we are adopted as God’s children, it doesn’t mean that we can do whatever we want!
Nor does this mean we can say that we are not under the authority of men, but of God!
Today, we feel the same. We feel oppressed by the government.
Current issues:
Flood control
Tax misappropriation
Poor government services
Poor road quality
Escapees of the law
Break in alliances w/in the government
Current issues:
Drug war investigation
Impeachment
Gov’t funds used for war
Cost of living
You would know that our country has a poor quality of government when we compare ourselves to other countries. We used to be on top of Vietnam and Thailand, even SK. But now, we dream of visiting them because of how they look compared to our current state.
God’s bondservants shouldn’t:
Fight and destroy on social media
Rally on the streets
Favor political factions subjectively
“Cancel” those that don’t adhere to our political beliefs
We lose hope over the government
God’s bondservants shouldn’t:
Disobey laws (“everyone is doing it” mentality)
Not pay taxes that are due us
Cross the street on a red light
Disregard traffic signs
B. OUR CONDUCT (CIVIC LIFE)
3. Execution of submission (16-17)
As sojourners & pilgrims (foreigners), we must obey the laws of the land
Now, we don’t understand if our obedience will change the way they think. But Scriptures doesn’t also give us an explanation how their ignorance would be enlightened. It can be on a case to case basis.
Vico Sotto - an example of a believer that obeys the law and upholds justice. He displayed God’s values in his leadership. Other city governments are now following his examples.
Other government officials are now copying what Vico did:
Mayor Benjamin Magalong – Baguio City
Mayor Vico Sotto – Pasig City
Mayor Joy Belmonte – Quezon City
Mayor Sitti Djalia Hataman – Isabela City, Basilan
Mayor Leni Robredo – Naga City
Mayor Felipe Antonio B. Remollo – Dumaguete City
Mayor Rommel Arnado – Kauswagan, Lanao del Norte
Mayor Marcelino Teodoro – Marikina City
Mayor Wes Gatchalian – Valenzuela City
Mayor Raisa Treñas – Iloilo City
Mayor Katkat Suan – Local Chief Executive from Cavite
But this doesn’t mean a believer should lead in the government. Every little way we can in obeying the laws will make a difference.
How should we submit?
1 Peter 2:17 NKJV
17 Honor all people. Love the brotherhood. Fear God. Honor the king.
WORD STUDY
“Honor” (timao):
to set a price on, estimate, value;
to show high regard for, honor, revere (BDAG)
Note: There is no “people” (ethnos) in the original Greek. This means the “all” there pertains to the government leaders
B. OUR CONDUCT (CIVIC LIFE)
3. Execution of submission (16-17)
How should we submit?
Highly value people in government (by context)
B. OUR CONDUCT (CIVIC LIFE)
3. Execution of submission (16-17)
Love the community of believers (brotherhood)
Telling them to submit to the government
B. OUR CONDUCT (CIVIC LIFE)
3. Execution of submission (16-17)
How should we submit?
Fear God vs honor the king / emperor
Godly wisdom - assess the king’s rules vs God’s
B. OUR CONDUCT (CIVIC LIFE)
3. Execution of submission (16-17)
Questions to ponder on:
Are believers called to rule/lead in the government?
Separation of Church and State?
B. OUR CONDUCT (CIVIC LIFE)
3. Execution of submission (16-17)
Questions to ponder on:
Prayer rallies (against corruption, etc.)?
Are we misquoting 2 Chronicles 7:14? (for Israel only)
B. OUR CONDUCT (CIVIC LIFE)
3. Execution of submission (16-17)
We are called to:
Be salt and light of the earth (Matthew 5:13-16)
Matthew 5:13–16 NKJV
13 “You are the salt of the earth; but if the salt loses its flavor, how shall it be seasoned? It is then good for nothing but to be thrown out and trampled underfoot by men. 14 “You are the light of the world. A city that is set on a hill cannot be hidden. 15 Nor do they light a lamp and put it under a basket, but on a lampstand, and it gives light to all who are in the house. 16 Let your light so shine before men, that they may see your good works and glorify your Father in heaven.
B. OUR CONDUCT (CIVIC LIFE)
3. Execution of submission (16-17)
We are called to:
Evangelize and make disciples (Matthew 28:19-20)
Matthew 28:19–20 NKJV
19 Go therefore and make disciples of all the nations, baptizing them in the name of the Father and of the Son and of the Holy Spirit, 20 teaching them to observe all things that I have commanded you; and lo, I am with you always, even to the end of the age.” Amen.
B. OUR CONDUCT (CIVIC LIFE)
3. Execution of submission (16-17)
We are called to:
Preach the Gospel (Romans 1:15-16)
Romans 1:15–16 NKJV
15 So, as much as is in me, I am ready to preach the gospel to you who are in Rome also. 16 For I am not ashamed of the gospel of Christ, for it is the power of God to salvation for everyone who believes, for the Jew first and also for the Greek.
We are not called to govern “yet” the earth. But we are called to bring people to believe in Jesus for eternal life!
What do we get if we submit?
God’s glory
Eternal rewards
Peace with men on earth
2 Corinthians 5:9–10 NKJV
9 Therefore we make it our aim, whether present or absent, to be well pleasing to Him. 10 For we must all appear before the judgment seat of Christ, that each one may receive the things done in the body, according to what he has done, whether good or bad.
Romans 14:12 NKJV
12 So then each of us shall give account of himself to God.
1 Peter 2:13–17 NKJV
13 Therefore submit yourselves to every ordinance of man for the Lord’s sake, whether to the king as supreme, 14 or to governors, as to those who are sent by him for the punishment of evildoers and for the praise of those who do good. 15 For this is the will of God, that by doing good you may put to silence the ignorance of foolish men— 16 as free, yet not using liberty as a cloak for vice, but as bondservants of God. 17 Honor all people. Love the brotherhood. Fear God. Honor the king.
