Zion belived God had forsaken her (she could not secure her own deliverance)

Zion rather designates the chosen people, whose great city is Zion, the capital and center of the true religion
The cry is one of not believing in God’s promise of deliverence that was just uttered

Rhetorical Question which a negative answer is unthinkable - the love a a mother for her child - Solomon
The child demands attention and affection day and night
Not just a child but a nursing child - complete dependance
The unthinkable can happen - a mother can forget a child
Think about what happens when Israel is under seige (both by Babylon and Rome)
But the true unthinkable cannot happen - the LORD DOES NOT FORGET OR FORSAKE
