The superscription in most bibles says that David wrote this particular Psalm when David dedicated the site that the temple would be built on.
David cared much about building God a house , David cared much about the things of God.
Another view is that this Psalm is a response to the Chastening of the Lord.
For Davids sin of numbering the people.

Then Satan stood against Israel and incited David to number Israel.
1 Chronicles 21:2 ESV
So David said to Joab and the commanders of the army, “Go, number Israel, from Beersheba to Dan, and bring me a report, that I may know their number.”

To support to allow them to move in a specified direction.
Oh Lord I cried to you for help: David says that I prayed and you answered me when I was in a desperate situation.

For his anger is but for a moment, and his favor is for a lifetime. Weeping may tarry for the night, but joy comes with the morning.

God’s wrath:can be kindled, can be proved
It can get hot.
It can be fierce
It is slow
But His anger is momentary.
