the author of Hebrews sets out to prove that Jesus is superior to Judaism and in order to do so, he will have to prove he is superior to Moses and the angels. He has to show them that Jesus becoming a man does not place him below the angels but that Jesus created the angels and so the proof is that
Jesus is superior to the angels because he is God.
He will use the Old Testament to prove this.
