Have confidence in your leaders and submit to their authority, because they keep watch over you as those who must give an account. Do this so that their work will be a joy, not a burden, for that would be of no benefit to you.
Two questions arise when reading this verse:
If there is not biblical argument for membership, then which leaders should a Christian submit to?
Who will the elders give an account for?
The early church seemed to have an indication of who was in and who was out

To become a member
Be a believer in Jesus (you can’t otherwise) (If you accept Christ and are baptized while attending this church, you will by default become a member)
You are brought before the church to recite the confession of faith
You are also to answer two questions:
Are you willing to submit yourself to the leadership of this church
Will you use your gifts, abilities and resources in service to Jesus through this church?
Are you willing to place yourself under the leadership of this church?
