God is great and mighty. God is a gentle, comforting shepherd. God comes in might and strength. He is not weak to be held back.
This is a prophecy of the future for the people who will be in exile. A promise of hope.
Verse 1-2: God is speaking to his people through Isaiah. Comfort, comfort, consolation. God is speaking in tenderness to his people. (What is comfort? What is consolation? Christ; :

Now there was a man in Jerusalem, whose name was Simeon, and this man was righteous and devout, waiting for the consolation of Israel, and the Holy Spirit was upon him.

Verse 3-5. A voice cries (; ; ; ), In the wilderness prepare THE way of the Lord, Make straight the desert highway for our God. Every valley will be lifted up, and every mountain and hill made low. The uneven ground will be made level and the rough places a plain. (This was a preparation, every obstacle was removed to make ready the coming of the Lord. At the perfect time, the Lord would come. It was not an accident that Jesus was made incarnate at the time that he was. God had prepared the way, everything was just as he desired.) And the glory of the Lord shall be revealed and all flesh shall see it together, for the mouth of the Lord has spoken. (The glory of the Lord will be seen in Jesus, the son of God. And all flesh, all men will be saved through him, for he said it, it will happen.)

Verse 6-8. A voice say. Cry. Isaiah was told "Cry or shout or proclaim, announce" What should I announce? This, " All flesh is grass, and all its beauty is like the flower of the field. The grass withers, the flower fades when the breath of the Lord blows on it; surely the people are grass. The grass withers and the flower fades, but the word of our God will stand forever. (It is this word that saves, It is the through the word of God that we have been born again, this word is the Gospel. (.)
1 Peter 1:23–25 ESV
since you have been born again, not of perishable seed but of imperishable, through the living and abiding word of God; for “All flesh is like grass and all its glory like the flower of grass. The grass withers, and the flower falls, but the word of the Lord remains forever.” And this word is the good news that was preached to you.
Verse 9. Go on up to a high mountain, Jerusalem, Yell with all you have, this is good news, tell everyone.
Verse 10. The Lord comes with might, he is strong, his arm rules for him, behold (Look, look) his reward is with him, his recompense is before him.
Verse 11. He will tend his flock like a shepherd. The good shepherd.() The Lord will gather the lambs into his arms, he will carry them close to his bosom, and gently lead those who are (with young). God cares about his sheep. They are important to him.
John 10:11 ESV
I am the good shepherd. The good shepherd lays down his life for the sheep.
