19. We are from forever not you have ruled in them, we have not called your name upon them. (We have become like those over whom You have never ruled, like those not called by Your name.) O that You would rend (the) heavens and come down; before Your face the mountains quake themselves.

As a fire kindles brushwood, (as) water is caused to boil (by) a fire, (to) cause Your foes to know Your name. From before Your face nations shall tremble. (or--let the nations tremble)
When You did wonders we did not expect, (when) You came down, (the) mountains quaked.
But from eternity they have not heard, they have not listened; eyes have not seen a god except You, acting on behalf of him who intensely waits.
You meet the ones rejoicing and doing righteousness in Your ways, they remember You. Behold, You were angry and we sinned, in them forever and we shall be saved. (we continued in them forever; shall/can we be saved?)
All of us have become like the unclean thing, and all our righteousnesses like a menstruation garment, and all of us wither away like a leaf, and our iniquities take us away like the wind.
There is no one calling on Your name, rousing himself to take hold of You, for You have caused to hide Your face from us, and we have melted away in the hand of our iniquities.
But now, O LORD, You are our Father. We are the clay, and You are our Potter, and all of us are the work of Your hand.
O LORD, be not angry unto extremity, and do not remember iniquity forever. Behold, please look, all of us are Your people.
