There's nothing in the text that tells us this was entirely Samuel's fault. It may well have been Samuel's fault, but the Bible doesn't actually tell us that, nor should we necessarily jump to that conclusion.
Some of the godliest people I know have rascals for sons, and it just brings extra grief and unnecessary grief in every instance to castigate the parents for the sins of their children.

You see God had planed to give Israel a king.
But He never planned to give them a king like all the nations.
They didn’t need a corrupt king they needed a consecrated king.

When the people demanded a king “such as all the other nations have” (1 Sam 8:5), the Lord did not reject outright their plea for such a ruler but only their timing and rationale.
That the request for a king is not in itself wrong, and it is something that God anticipates in the Pentateuch in the book of Deuteronomy.
The people of God don’t need to look to the world to fix what’s broken in the church.

13 He will take your daughters to be perfumers and cooks and bakers.
14 He will take the best of your fields and vineyards and olive orchards and give them to his servants.
15 He will take the tenth of your grain and of your vineyards and give it to his officers and to his servants.
16 He will take your male servants and female servants and the best of your young men and your donkeys, and put them to his work.
17 He will take the tenth of your flocks, and you shall be his slaves.
18 And in that day you will cry out because of your king, whom you have chosen for yourselves, but the Lord will not answer you in that day.”
