The Promise of the Holy Spirit
The Promise of the Holy Spirit
The promise of the Holy Spirit is what we are looking at tonight in our study. The promise from long ago, fulfilled on Pentecost and is vital to every Christian today for without the fulfilled promise there is no salvation.
We know these things:
The Holy Spirit is a person
The Holy Spirit has a personality
The Holy Spirit is deity
The Holy Spirit has work
In surveying His Work, let me remind a few things before getting to the promise and the fulfillment.
He was involved in Creation (Gen1:2; 1:27)
He made Himself known by revelation (2Sam23:2)
He, by His works, was confirmed (Mt12:28)
His works were a part of our regeneration (Tit3:5-7)
And still today a part of our sanctification (2The2:13)
13 But we should always give thanks to God for you, brethren beloved by the Lord, because God has chosen you from the beginning for salvation through sanctification by the Spirit and faith in the truth.
It is evident that the Holy Spirit has been at work throughout history, from creation until now. From history to redemption. The Holy Spirit has been directly involved in our lives since redemption and should be evident in our lives today as Christians. (Scriptures referenced Gen1:2; 1:27; 2Sam23:2; Mt12:28; Tit3:5-7; 2The2:13).
The promise of the Holy Spirit came long before Jesus came, God began making promises regarding the Spirit.
I. Promise in the Old Testament

You can find the prophesies of the promised Holy Spirit in Joel, Isaiah, Ezekiel and Zechariah, may we touch on these for just a few minutes.
The prophesy of Joel (Joe2:28-32; Act2:1-4, 6-13, 15-21)
Joel was prophet in about 800bc
28 “And it shall come to pass afterward That I will pour out My Spirit on all flesh; Your sons and your daughters shall prophesy, Your old men shall dream dreams, Your young men shall see visions. 29 And also on My menservants and on My maidservants I will pour out My Spirit in those days.
30 “And I will show wonders in the heavens and in the earth: Blood and fire and pillars of smoke. 31 The sun shall be turned into darkness, And the moon into blood, Before the coming of the great and awesome day of the Lord.
32 And it shall come to pass That whoever calls on the name of the Lord Shall be saved. For in Mount Zion and in Jerusalem there shall be deliverance, As the Lord has said, Among the remnant whom the Lord calls.
The spirit being poured out on all flesh (v.28)
YOUR son’s and daughters will prophesy (v.28) - emphasis word YOUR, meaning Israel’s son’s daughters, and then old men, young men. Not all people, but Israel’s at that time, when the prophesy is fulfilled.
poured out on MY menservants, My maidservants. Can the prophesy be speaking of the Gentiles? A safe assumption since we know the rest of the story.

The prophesy began to be fulfilled on the Day of Pentecost
The prophesy was proved by the events on day of Pentecost

The fulfilling, or at least partial, started on the day of Pentecost.
1 When the day of Pentecost had come, they were all together in one place. 2 And suddenly there came from heaven a noise like a violent rushing wind, and it filled the whole house where they were sitting.
3 And there appeared to them tongues as of fire distributing themselves, and they rested on each one of them. 4 And they were all filled with the Holy Spirit and began to speak with other tongues, as the Spirit was giving them utterance.
When the Holy Spirit came upon the apostles in Jerusalem; and the Spirit displayed himself as a fire that came in a noise like a rushing wind that gave them utterance to speak in other tongues (languages)
You can read about the other tongues (languages) in Act2:6-13 (expand on this, these were known languages; they were understood)
Peter claims in his preaching on Pentecost that this is that which Joel spoke of (Act2:14-21)
I think it is important to tie in other passages, other prophesies concerning the promise of the Holy Spirit and the outpouring of the Holy Spirit too.
Prophecies of Isaiah (Isa44:3-5; 32:15; as well as Jn7:37-39 and Rom14:17)

Notice that it says the spirit being poured out on Israel descendants (v.3)
There is then the link of the pouring to the water mentioned in Jn7:37-39
37 Now on the last day, the great day of the feast, Jesus stood and cried out, saying, “If anyone is thirsty, let him come to Me and drink. 38 “He who believes in Me, as the Scripture said, ‘From his innermost being will flow rivers of living water.’ ”
39 But this He spoke of the Spirit, whom those who believed in Him were to receive; for the Spirit was not yet given, because Jesus was not yet glorified.
You can see it mentioned also
15 Until the Spirit is poured out upon us from on high, And the wilderness becomes a fertile field, And the fertile field is considered as a forest.
1 Behold, a king will reign righteously And princes will rule justly.
And the results of the pouring noted in Rom14:17
17 for the kingdom of God is not eating and drinking, but righteousness and peace and joy in the Holy Spirit.
Righteousness, peace and joy!
Prophecies of Ezekiel (Ezek36:26-27; Rom8:11-13; Eph3:16; Ezek39:29)
Ezekiel was prophet about (548-570bc)
Prophesies were for the house of Israel
Prophesies of God’s Spirit being “within you”
26 “Moreover, I will give you a new heart and put a new spirit within you; and I will remove the heart of stone from your flesh and give you a heart of flesh. 27 “I will put My Spirit within you and cause you to walk in My statutes, and you will be careful to observe My ordinances.

You can see the power of the Spirit that was to be working in Israel (v.27) and you can also see a parallel, or an update found in the New Testament and the Spirit that works, dwells in us
11 But if the Spirit of Him who raised Jesus from the dead dwells in you, He who raised Christ Jesus from the dead will also give life to your mortal bodies through His Spirit who dwells in you. 12 So then, brethren, we are under obligation, not to the flesh, to live according to the flesh—
13 for if you are living according to the flesh, you must die; but if by the Spirit you are putting to death the deeds of the body, you will live.
and then add
16 that He would grant you, according to the riches of His glory, to be strengthened with power through His Spirit in the inner man,
Further proof that the prophesies were for Israel
29 “I will not hide My face from them any longer, for I will have poured out My Spirit on the house of Israel,” declares the Lord God.
This seems to be a prophesy given to Israel that went beyond the circumstances they were facing to a time after restoration.
A time when Messiah would be revealed; or a fulfilling in the last days
The Prophesy of Zechariah (Zec12:10; Act2:32-37)
Spirit of grace poured out on Jerusalem
10 “I will pour out on the house of David and on the inhabitants of Jerusalem, the Spirit of grace and of supplication, so that they will look on Me whom they have pierced; and they will mourn for Him, as one mourns for an only son, and they will weep bitterly over Him like the bitter weeping over a firstborn.
On Pentecost at the outpouring it prompted Israel to look to the cross and the crucified
32 “This Jesus God raised up again, to which we are all witnesses. 33 “Therefore having been exalted to the right hand of God, and having received from the Father the promise of the Holy Spirit, He has poured forth this which you both see and hear.
34 “For it was not David who ascended into heaven, but he himself says: ‘The Lord said to my Lord, “Sit at My right hand, 35 Until I make Your enemies a footstool for Your feet.” ’
On Pentecost at the outpouring it prompted Israel to look to the cross and the crucified
Act2:
36 “Therefore let all the house of Israel know for certain that God has made Him both Lord and Christ—this Jesus whom you crucified.” 37 Now when they heard this, they were pierced to the heart, and said to Peter and the rest of the apostles, “Brethren, what shall we do?”
I think it is clear to see the promise of the outpouring is evident in the prophesies stated. The outpouring would be in a special way.

Be it in the preaching of John, or of Peter, or the teaching of Jesus you can see the evidence of the promise and the outpouring (fulfilling) of the promised Spirit in the New Testament.
Preaching of John the Baptist
Preached of the one who would baptize with Spirit (Mk1:7-8; Lk3:16; Jn1:33)
16 John answered and said to them all, “As for me, I baptize you with water; but One is coming who is mightier than I, and I am not fit to untie the thong of His sandals; He will baptize you with the Holy Spirit and fire.

33 “I did not recognize Him, but He who sent me to baptize in water said to me, ‘He upon whom you see the Spirit descending and remaining upon Him, this is the One who baptizes in the Holy Spirit.’

Spirit would be a helper; a witness; and a guide (Jn14:26; Jn15:26-27; Jn16:7-14)
Apostles told to wait for the promise (Lk24:49; Act1:4-5)
Apostles would receive the promise with power (Act1:8)

26 “But the Helper, the Holy Spirit, whom the Father will send in My name, He will teach you all things, and bring to your remembrance all that I said to you.
He had told the Apostles to wait
49 “And behold, I am sending forth the promise of My Father upon you; but you are to stay in the city until you are clothed with power from on high.”

And no need to read the fulfillment, we have already looked at that in Act2:1-5. The waiting for the outpouring, the outpouring came with power as noted in Act1:8
Preaching of Peter
On Pentecost stating this is what Joel prophesied about (Act2:14-16)
The fulfillment of the promise by Jesus the gift from the Father (Act2:33)
The gift available to all who repent and are baptized (Act2:38)
the promise to them and to others (Act2:39)
Again, important to look at some of the scriptures refrenced
14 But Peter, taking his stand with the eleven, raised his voice and declared to them: “Men of Judea and all you who live in Jerusalem, let this be known to you and give heed to my words. 15 “For these men are not drunk, as you suppose, for it is only the third hour of the day;
16 but this is what was spoken of through the prophet Joel:
This is what was spoken of through Joel! So this is that! What? The fulfillment, the outpouring, and the results of it.
33 “Therefore having been exalted to the right hand of God, and having received from the Father the promise of the Holy Spirit, He has poured forth this which you both see and hear.
The promise received from the Father through the Son
The promise in context, let me add one more
39 “For the promise is for you and your children and for all who are far off, as many as the Lord our God will call to Himself.”

What is the promise noted here? It is the promise that Peter has just stated, the promise of the Holy Spirit.
J.W. McGarvey said it like this:
“That we are right in referring the word promise in this sentence, to the promise of the Holy Spirit just made by Peter, it is evidenced by the fact that this is the only promise made in the immediate context.”
This gift, this promise was for all who would be willing to receive by obedient faith.
