This really revels his insincerity because he tries to exclude certain people from being our responsibly
The real question should have been how can I be a loving neighbor ?
The man is trying to side step his responsibility

This man went down from Jerusalem heading to Jericho
Jerusalem was about 3,000 miles above sea level Jericho was about 800-1000 miles below sea level so about a 4000 mile journey 17 miles
This was a very dangerous windy road with plenty of rocks and clifts for people to hide in.
This was literally called The Way of Blood
Some have called this man foolish, reckless and irresponsible

Maximum Care = Maximum= As great, as high, as intense as possible or permitted the greatest amount

Bound up His Wounds = This man was completely stripped , In order for Him to bind up His wounds he had to either
A. Take from some of his own garments in his bag or
B. Tear off of some of his own clothes
Pour Oil= Not just Dab it but he lavished it on this man= Oil was a type of lubricant a softer= to sooth the wound
Wine= was to Sanitize = It was a disinfectant
17 But if anyone has the world’s goods and sees his brother in need, yet closes his heart against him, how does God’s love abide in him?

36 Which of these three, do you think, proved to be a neighbor to the man who fell among the robbers?”
37 He said, “The one who showed him mercy.” And Jesus said to him, “You go, and do likewise.”
38 Now as they went on their way, Jesus entered a village. And a woman named Martha welcomed him into her house.
