Ecclesiastes consists of the learnings of "The Teacher", and here in chapter 3 continues on his journey: trying to find the purpose of life. He observes that in life we face many different seasons, but battles to understand any reasoning for it. He admits that time is in God's hands, God is in control of all things. He controls the past, the present and the future - but in all this the Teacher is frustrated, struggling to understand God and his timing.
