The Teachable Fool
He is the phethaim - the “simple” minded.
Theological Wordbook of the Old Testament 1853 פָּתָה
(petî). Simple, foolish. petî generally describes the naive (not deranged) in Prov who must be well taught, since an immature person believes anything (Prov 14:15).
15 The simple believes every word,
But the prudent considers well his steps.
7 And saw among the simple,
I perceived among the youths,
A young man devoid of understanding,
;
4 To give prudence to the simple,
To the young man knowledge and discretion—

He is ewil and kesil – dull, obstinate.

kĕsîl referring to the dull or obstinate one, referring not to mental deficiency, but to a propensity to make wrong choices. ʾewîl refers to moral insolence
23 To do evil is like sport to a fool,
But a man of understanding has wisdom.
16 The lazy man is wiser in his own eyes
Than seven men who can answer sensibly.
22 “How long, you simple ones, will you love simplicity?
For scorners delight in their scorning,
And fools hate knowledge.
