If God is Sovereign, Why is evil allowed to thrive?

The main question of Habakkuk is - Why is evil allowed to thrive?
Background on Habakkuk - 600 B.C. Egypt had taken Judah. Prideful Israelites living in sin. Pride cause God’s chosen people. Arrogant and full of sin, just like today.
God’s Sovereignty is always working -
God’s sovereignty at work -
Habakkuk calls out to God -

He is eternally alive/ vs idols -
God’s plan - to discipline them by the attacking Babylonians
Ultimately the wicked will Pay -
Answer to if God is sovereign, why is evil allowed to thrive
but the Just shall live by his faith
