Believed but had not recieved the Holy Spirit yet.. After Jesus had risen from the dead, but not yet ascended to the father he did these remarkable things... Jesus breathed on them them and said receive the Holy Spirit He opened their minds so that they could understand the Scriptures Scriptures cannot be understood without the Holy Spirit within. Natural mind cannot receive the things of the Spirit... they are spiritually discerned wait in the city until you have been clothed with power from on high.
