Who is the Shepherd of the Church? Christ or your pastor?

What is the power and authority of the pastor over the church? If the church belongs to the pastor then there is no accountability for the shepherd’s use of his flock. But if Christ’s than the Shepherd must follow the right care.
OLD TESTAMENT REFERENCES ABOUT SHEPHERDS:
Shepherd is he who guides people.
God raises you as a shepherd and then demands that you do a good job.
God requires that we care for what is His.
The flock belongs to God and you better care for them according to His expectations.
Shepherds provide water for the flock

Jesus will shepherd God’s people: He will separate the sheep from the goats’ JEsus has compassion on the sheep.
