A Study Commentary on Isaiah: Volume 1: Chapters 1–39 Israel’s Remnant after Judgement (Isaiah 10:20–23)
He will preserve a remnant so that his purposes will not be frustrated
If the Lord of hosts had not left us a few survivors, we should have been like Sodom, and become like Gomorrah.

For the Lord of hosts has a day against all that is proud and lofty, against all that is lifted up—and it shall be brought low;
And he who is left in Zion and remains in Jerusalem will be called holy, everyone who has been recorded for life in Jerusalem,

The remnant of the trees of his forest will be so few that a child can write them down.
In that day the branch of the Lord shall be beautiful and glorious, and the fruit of the land shall be the pride and honor of the survivors of Israel.

And the Lord said to Isaiah, “Go out to meet Ahaz, you and Shear-jashub your son, at the end of the conduit of the upper pool on the highway to the Washer’s Field.
Not just a physical return from exile but a spiritual return in repentance to the “Mighty God”
For to us a child is born, to us a son is given; and the government shall be upon his shoulder, and his name shall be called Wonderful Counselor, Mighty God, Everlasting Father, Prince of Peace.
For the Lord your God is God of gods and Lord of lords, the great, the mighty, and the awesome God, who is not partial and takes no bribe.
The thought seems to be that their return is motivated by recognition of the power he has extended on their behalf to save them

The pathway towards future restoration will be through may a dark valley
overflowing
and it will sweep on into Judah, it will overflow and pass on, reaching even to the neck, and its outspread wings will fill the breadth of your land, O Immanuel.”
And Isaiah cries out concerning Israel: “Though the number of the sons of Israel be as the sand of the sea, only a remnant of them will be saved, for the Lord will carry out his sentence upon the earth fully and without delay.” And as Isaiah predicted, “If the Lord of hosts had not left us offspring, we would have been like Sodom and become like Gomorrah.”

So too at the present time there is a remnant, chosen by grace.
