They were after one man, Samson.
Samson had attack them, now they wanted retaliation.
For them attacking Israel would not be a problem.
Israel had no army.
As long as Israel didn’t try to go against the Philistines, they could live peacefully.
So what Samson had done would cause problems for them.
Samson should have been seen as a deliverer, but he would be seen as a trouble maker.
It’s difficult to be a leader if you have no followers.
Samson could have been a great leader, but preferred to work alone.
He cold have challenged the people, he could have organized the people.
Samson was called to deliver his nation, it seems to make more since if he would have got everyone together instead of alone.
The men of Israel fine out that wanted only to capture and bind Samson, they offer to help.

Samson realized that if he didn’t give himself up to the enemy, the Philistine army would bring great suffering to Israel.
If he defended himself, he would have to fight his own people.
If he escaped, which he could have done, he would have left these men easy prey for the Philistine army.
