Intro:
The setting of the text is the exiles returning from Babylon (now Persia) and rebuilding the temple.
Zerubbabel was the heir to the Davidic throne and along w/ the priest Joshua was the force behind rebuilding the temple.
They faced many oppositions (the devil always opposes the presence of God), and God gave the prophet visions to speak encouragement to them.
None were more powerful than this one in ch. 4.

But after the fall, sin had created a divide between God and man.
Nine different times in scripture God says, “they shall be my people, and I will be their God.”
The first time He said this was to Abraham.
The covenant between God and Abraham wld pave the way for fellowship to be restored.
A covenant brings two disassociated parties together so they can associate and work together.
God could only fellowship w/ man from a distance b/c of sin.
God institutes the law and sacrifices.
This was in order that God could discipline his covenant people when they rebelled against His righteous law.
We know the Spirit of God was a part of OT theology.
He first appears in hovering (or brooding or moving) over the face of the waters.
Scripture tells us He is the power of God’s creation.
