Why does Paul ask this question in the middle of this discourse?
They are NOT all Israel who are descended from Israel

For he is not a Jew who is one outwardly, nor is circumcision that which is outward in the flesh. But he is a Jew who is one inwardly; and circumcision is that which is of the heart, by the Spirit, not by the letter; and his praise is not from men, but from God.
And those who will walk by this rule, peace and mercy be upon them, and upon the Israel of God.
They answered Him, “We are Abraham’s descendants and have never yet been enslaved to anyone; how is it that You say, ‘You will become free’?”
They answered Him, “We are Abraham’s descendants and have never yet been enslaved to anyone; how is it that You say, ‘You will become free’?” Jesus answered them, “Truly, truly, I say to you, everyone who commits sin is the slave of sin. “The slave does not remain in the house forever; the son does remain forever. “So if the Son makes you free, you will be free indeed. “I know that you are Abraham’s descendants; yet you seek to kill Me, because My word has no place in you. “I speak the things which I have seen with My Father; therefore you also do the things which you heard from your father.” They answered and said to Him, “Abraham is our father.” Jesus said to them, “If you are Abraham’s children, do the deeds of Abraham. “But as it is, you are seeking to kill Me, a man who has told you the truth, which I heard from God; this Abraham did not do. “You are doing the deeds of your father.” They said to Him, “We were not born of fornication; we have one Father: God.” Jesus said to them, “If God were your Father, you would love Me, for I proceeded forth and have come from God, for I have not even come on My own initiative, but He sent Me. “Why do you not understand what I am saying? It is because you cannot hear My word. “You are of your father the devil, and you want to do the desires of your father. He was a murderer from the beginning, and does not stand in the truth because there is no truth in him. Whenever he speaks a lie, he speaks from his own nature, for he is a liar and the father of lies.
But the son by the bondwoman was born according to the flesh, and the son by the free woman through the promise.
Only those who are in Christ are Abraham’s seed…only they are the children of promise
And if you belong to Christ, then you are Abraham’s descendants, heirs according to promise.
And you brethren, like Isaac, are children of promise.
By faith even Sarah herself received ability to conceive, even beyond the proper time of life, since she considered Him faithful who had promised.
Would the recipients of the promise believe even against the laws of science?
This all goes back to Genesis
And I will put enmity Between you and the woman, And between your seed and her seed; He shall bruise you on the head, And you shall bruise him on the heel.”

And not only this, but there was Rebekah also, when she had conceived twins by one man, our father Isaac;
There was no difference in these men genetically.
The ground of God’s choice of Jacob over Esau had nothing to do with Esau whatsoever and everything to do with God’s purpose.
It was not because of works but because of God who calls.
The
(as it is written, “A father of many nations have I made you”) in the presence of Him whom he believed, even God, who gives life to the dead and calls into being that which does not exist.
And we know that God causes all things to work together for good to those who love God, to those who are called according to His purpose.
also we have obtained an inheritance, having been predestined according to His purpose who works all things after the counsel of His will,

Why do you suppose Paul is asking this rhetorical question?
“Now then let the fear of the Lord be upon you; be very careful what you do, for the Lord our God will have no part in unrighteousness or partiality or the taking of a bribe.”
For there is no partiality with God.
The only way this question makes any since is if you are asking how this could be fair. If you are asking that question, then you are following Paul’s argument well.
