If the law's original purpose was to help establish the nation of Israel with a moral code and legal system--a structure for a society guided by God--and if Jesus says that he came to "fulfill" the law, but Paul says that we are no longer under the "guardian" of the law, then what are we to conclude?

The law was originally given to Moses to help in the establishment of Israel as a nation under God.
It is like the Constitution of a Country, and it’s body of laws.
It is like the Articles of Incorporation and the by-laws for a business or charity
