Chapter 7 starts with three verses describing the precautions that Nehemiah took to guard the city against attack, and that wraps up the first half of the book. Verses 4-73 look forward to the reforms of the second half of the book by showing how Nehemiah went about repopulating the city. The entirety of the chapter is a lesson in perseverance with people.
