There is 4 winds also means spirits (the word translated means both wind and spirit)
4 different great beats are 4 kings from earth
17 ‘Those great beasts, which are four, are four kings which arise out of the earth.
King 1:
4 The first was like a lion, and had eagle’s wings. I watched till its wings were plucked off; and it was lifted up from the earth and made to stand on two feet like a man, and a man’s heart was given to it.

I do not see anywhere here that it is saying this is in regard to last days. However it does seem to describe the days we are referring to in the last days esp. in v.19-26 (also v. 13-14)
Worth noting the events of definitely seaming to describe Jesus receiving a kingdom here.
Interestingly the lion and eagle were both symbols of Babylon (cf. , ; )
