Some who seek to ask this question are doing so in an effort to bring God under scruitiny, or under trial. Habakkuk is asking it to reconcile truth.
Having faith doesn't mean you don't ask difficult questions. It's okay to ask God why. Not in a commanding sense, but a humble one.

The question of the existence of evil or calamity is a normal human experience.. If you haven't asked the question, just wait you will. The blissful state that our western world has been in dulls our senses to this reality; it has caused you to become naturally naive assumption where we believe that we will never experience anything difficult or life altering. But reality will always set in at some level for everyone, if not at death, and you will be perplexed with the same issues as Habakkuk. What will we do if our country totally collapsed economically, or its governmental infrastructure was dissolved and we were invaded by a foreign power. If your home was vandalized, your family abused, you children stuck with a disease and suddenly became ill and died… More importantly, what about God in this situation! This is what Habakkuk was dealing with.
1 My God, my God, why have you forsaken me? Why are you so far from saving me, from the words of my groaning? 2 O my God, I cry by day, but you do not answer, and by night, but I find no rest.
24 Why do you hide your face? Why do you forget our affliction and oppression? 25 For our soul is bowed down to the dust; our belly clings to the ground. 26 Rise up; come to our help! Redeem us for the sake of your steadfast love!

20 But who are you, O man, to answer back to God? Will what is molded say to its molder, “Why have you made me like this?”
God works on his own timetable. He has his own purposes and he fulfills them in his own good time and he doesn’t make himself accountable to anyone. He doesn’t have to explain himself to anyone.

For Habakkuk: Israel’s Deliverance and Mt. Sinai
For Us: Jesus Christ
God from eternity past has purposed and planned to save for himself a people. To pour out his rich blessings on them and to lavish his love on them. He destined us to be pure and blameless and to become adopted Sons, to belong to him eternally!
Then in time and History God the son performed a miraculous feat and became a man, taking on our human nature. He came and bore our sins on the cross and in him now our sins have been washed away. He did what we could not do, make us filthy dirty vile enemies of God, acceptable and pure in his sight. He has redeemed us by his great might!
In Jesus we have revealed all full knowledge to us of God and our salvation. All of this was in fulfillment of his predetermined plan.
He destined us to be inheritors of his eternal kingdom and provided everything we needed for that through God the son!
Then, He opened our eyes and persuaded us to believe and obey his call in the gospel and now we gladly follow him awaiting the fulfillment of all his promises. This is the power of God demonstrated in Christ! And we say with Paul, If God be for us, who can be against us, he will freely give us all things!
